Southwest Virginia Hydrogen Hub Program
Background and Award Information
The Virginia Department of Energy has launched the Southwest Virginia (SWVA) Hydrogen Program to encourage hydrogen production in the SWVA region that explore avenues to produce blue and green hydrogen. The Montana Department of Environment and Quality has released funding for the Clean Truck, Bus, and Airport Equipment Program. Illinois EPA Electric Vehicle Rebate Program
Background and Award Information
The Illinois Environmental Protection Agency (IEPA) will open the next Electric Vehicle Rebate Program funding round on October 28, 2025. IEPA has been allocated $14 million in total funding for this program. Illinois residents that purchase a new or used all-electric vehicle from an Illinois licensed dealer, meet all other eligibility requirements, and apply during a rebate cycle will be eligible for a rebate. Applicants must apply during the rebate cycle window and within 180 days of purchase of the vehicle. Applicants that certify as low income are given an enhanced rebate and priority in disbursement.

Colorado Funding Local Emission Reduction Policy
Background and Award Information
The Colorado Energy Office has announced the opening of the state’s Local Implementation, Mitigation, and Policy Action (Local IMPACT) Accelerator which will provide a total $50 million in grants to support local governments with policy adoption to bolster local resilience, reduce emissions, and advance other state priorities, such as improved air quality. CEC Coordinated Holistic Orchestration of Inverter-based Resources (CHOIR) GFO

The California Energy Commission has issued a grant funding opportunity to demonstrate and advance the capabilities of virtual power plants that coordinate high concentrations of inverter-based distributed energy resources—such as solar photovoltaics, battery energy storage systems, and electric vehicles—to provide distribution-level power quality services, alleviate grid congestion due to electrification growth, and reduce reliance on fossil fuels. CEC Distributed Resources for Innovative Vehicle Electrification Strategies (DRIVES) GFO

The California Energy Commission has released a solicitation for projects that will deploy commercial electric vehicle charging infrastructure paired with behind-the-meter microgrids. Georgia Power 2025 Battery Energy Storage System (BESS) RFP
Background and Award Information
Georgia Power has released its 2025 Request for Proposals (RFP) seeking up to 500 megawatts of battery energy storage system (BESS) capacity. This competitive procurement, overseen by an independent evaluator (Ascend Analytics), is designed to enhance grid reliability, support renewable energy integration, and expand energy storage resources across Georgia. The RFP requires a minimum two-hour duration for storage systems, with projects required to be commercially operational by December 31, 2031.
The primary objective of this initiative is to accelerate the deployment of storage resources that can stabilize Georgia’s grid and accommodate the growing penetration of renewable energy. The program also aims to encourage innovative project development and expand the state’s energy storage portfolio in a way that balances cost, reliability, and long-term customer benefit.
Eligible Applicants
Eligible Applicants include independent power producers, utilities or utility affiliates, renewable energy developers, energy storage technology providers and integrators, and partnerships among these groups. Projects may be structured as stand-alone storage or co-located with new or existing renewable generation, provided they include grid-charging capability and meet the technical and commercial requirements outlined in the RFP.

Intercity Passenger Rail Program for Projects Not Located on the Northeast Corridor
Background and Award Information
The Federal Railroad Administration (FRA) has released a NOFO for the Federal-State Partnership for Intercity Passenger Rail Program for Projects Not Located on the Northeast Corridor (FSP - National). The FSP Program provides a Federal funding opportunity to improve American passenger rail assets by funding projects that enhance safety, such as grade crossing projects on a passenger rail route; reduce the State of Good Repair backlog; improve performance; or expand or establish new intercity passenger rail service, including privately operated intercity passenger rail service if an eligible applicant is involved. The FSP Program recognizes that long-distance passenger rail routes and services should be sustained to ensure connectivity throughout the national network and has funding set aside for such efforts.
There is up to $5.07 billion in funding available under this NOFO. Safety is the Department and FRA’s top priority, and FRA welcomes applications for railroad safety projects that also improve intercity passenger rail performance

The California Department of Transportation (Caltrans) has released the Fiscal Year (FY) 2026-27 Sustainable Transportation Planning Grant Application Guide and Call for Applications. A total of $34.5 million is available for California transportation planning projects.
This funding opportunity includes a combination of grants:
- State-funded Sustainable Communities grants ($17.5 million/competitive & $12.5 million/formula) intended to support and implement Regional Transportation Plan Sustainable Communities Strategies and to ultimately achieve the State’s greenhouse gas reduction target of 40 and 80 percent below 1990 levels by 2030 and 2050, respectively
- Federal-funded Strategic Partnerships and Strategic Partnership Transit grants ($4.5 million) to identify and address statewide, interregional, or regional transportation deficiencies on the State highway system in partnership with Caltrans. A sub-category funds transit-focused planning projects that address multimodal transportation deficiencies.
Eligible Applicants
Eligible applicants for one or more of these grant opportunities include metropolitan planning organizations, regional transportation planning agencies, transit agencies, cities and counties with compliant housing elements and completed annual progress reports, Native American Tribal Governments, and other public transportation planning entities. South Coast AQMD INVEST CLEAN Program

The funding amount is determined based on the output of the charging system of the stations. Eligible applicants include charging station developers and operators, fleet operators, truck stop operators, and distribution centers. Applications are due November 28, 2025.
- There is $28 million in funding available through Measure 2.1: Battery Electric Freight Vehicle Deployment Incentive Program. Funding is rebate-based and limited to the replacement of diesel-fueled Class 8 trucks with Class 8 trucks powered by battery-electric technology. Eligible applicants include public or private entities currently operating a Class 8 vehicle for goods movement. Applications are due November 28, 2025.
- $20.6 million in funding is available through the Measure 3: Battery Electric Cargo Handling Equipment (CHE) Deployment Program. Up to 100% of the equipment cost may be covered, but is capped at $300,000 per yard truck and $400,000 per top handler. Eligible applicants include fleet owners of CHE at inland ports and seaports, warehouses, freight facility centers, and intermodal railyards. Applications are due November 28, 2025.

Background
The Federal Highway Administration (FHWA) has issued an Interim Final Guidance for the National Electric Vehicle Infrastructure (NEVI) Formula Program, consolidating and replacing all prior NEVI policy documents. The update is designed to accelerate EV charging station deployment, reduce administrative burdens, and give states more flexibility in meeting local needs.

- All prior NEVI guidance rescinded; only statutory and regulatory requirements remain.
- Streamlined State EV Infrastructure Deployment Plans – no longer require extensive equity, resilience, or consumer protection sections beyond what is legally required.
- 50-mile corridor spacing rule removed – states may set their own charger distances.
- Community engagement scaled back – limited to minimum requirements.
- Greater flexibility in build-out certification – states can define when Alternative Fuel Corridors are “fully built out” to redirect funds statewide.
- Planning requirements reduced – renewable energy integration, emergency planning, and resilience considerations are optional unless required by law.
- Encourages host-owned charging sites to speed installation.
- 30-day submission deadline for updated State Plans following release.

DOT 2025 Port Infrastructure Development Program
Background and Award Information
An amendment has been posted to update the details of this funding opportunity, which originally closed on April 30, 2025. DOT has released additional funding for the purpose of improving the safety, efficiency, or reliability of the movement of goods through ports and intermodal connections to ports. Eligible projects include projects within the boundary of a port, or outside the boundary of a port and directly related to port operations or to an intermodal connection to a port that improves the safety, efficiency, or reliability of:
● The loading and unloading of goods at a port;
● The movement of goods into, out of, around, or within a port;
● Operational improvements at a port;
● Resiliency in response to environmental factors; or

CEC California Electric Vehicle Infrastructure Project 2.0
Background and Award Information
The California Energy Commission (CEC) recently announced the upcoming availability of equipment incentives for DC fast chargers through the California Electric Vehicle Infrastructure Project 2.0 (CALeVIP 2.0) Fast Charge California Project block grant. Incentives can cover 100% of approved costs and include $55,000 per charging port with power greater than 150 kW or less than 275 kW and $100,000 per charging port with power greater than or equal to 275 kW.

The Georgia Environmental Protection Division (Georgia EPD) has announced $636,968 in funding for 2024 early school bus replacement projects for the purposes of reducing diesel emissions through the Diesel Emission Reduction Act State Clean Diesel Grant. Oklahoma DEQ 2023–2024 Clean Diesel Grant Program
Background and Award Information
The Oklahoma Department of Environmental Quality has re-opened applications for the Fiscal Year 2023–2024 Oklahoma Clean Diesel grant program. Approximately $650,000 in funding is available to replace diesel school buses with new diesel, gasoline, battery-electric, propane, or natural gas school buses ahead of normal attrition. The state may fund up to 45% of the cost of a 2021 model year or newer zero-emission replacement vehicle. This cost can include the purchase and installation of one charging unit per vehicle. The North Central Texas Council of Governments has released the North Texas Diesel Emissions Reduction Call for Projects (CFP).
