MEA FY2026 Electric Vehicle Supply Equipment (EVSE) Rebate Program
Background and Award Information
The Maryland Energy Administration (MEA) has released a Funding Opportunity Announcement for the FY2026 Electric Vehicle Supply Equipment (EVSE) Rebate Program. The program provides incentives to expand the State’s electric vehicles charging infrastructure by providing rebates for costs incurred from acquiring and installing eligible EVSE. Applications must be submitted to MEA only after the EVSE is fully installed and operational. A total of $2.5M of funding is available to individuals and commercial applicants.

NJFA Fleet Electrification Assistance Round 2
Background and Award Information
The New Jersey Fleet Advisor (NJFA) is requesting applications for Round 2 of its Fleet Electrification Assistance program. With funding provided by the New Jersey Department of Environmental Protection (NJDEP), NJFA provides 100% free fleet electrification feasibility analysis to vehicle fleets in New Jersey. Selected fleets will receive a personalized Fleet Electrification Roadmap.

The program has 15 spots available to public, private, or non-profit fleets and school districts.

Delta Regional Authority Community Infrastructure Fund
Background and Award Information
The Delta Regional Authority has released a Notice of Funding Availability for the 2025 Community Infrastructure Fund (CIF). The CIF provides direct investment for public infrastructure and transportation infrastructure to communities in the Mississippi River Delta and Alabama Black Belt regions. Most project award amounts will range from $500,000 to $2 million, based on the project type and application score.

Eligible Applicants include Counties/parishes, cities, or other local government subdivisions, public or private nonprofit organizations, regional and economic development organizations, workforce boards, labor unions, community and faith-based organizations, colleges, trade schools, and minority-serving institutions, and federally recognized Tribes.

DOT NOFO for FY '24-'26 Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation Program
Background Information
DOT has issued a NOFO for the PROTECT Program. The purpose of this NOFO is to provide grants on a competitive basis for projects that seek to strengthen surface transportation to be more resilient to natural hazards, including climate change, sea level rise, heat waves, flooding, extreme weather events, and other natural disasters.
There are four categories of funding under the PROTECT Discretionary Grant Program:
- Planning Grants
- Resilience Improvement Grants
- Community Resilience and Evacuation Route Grants
- At-Risk Coastal Infrastructure Grants
There is a total of $576 million available in funding for FY24 and FY25 for all categories combined. There is $300 million available in funding for FY26 for all categories combined.
Eligible Applicants
The PROTECT Discretionary Grant Program provides broad applicant eligibility for all levels of government to be direct recipients of funds, including states, territories, Metropolitan Planning Organizations, local governments, Indian Tribes, public transportation agencies, and port authorities.
Important Dates
FY24 and FY25 applications are due February 24, 2025, and FY26 applications are due February 24, 2026.

Michigan EGLE Level 2 AC Charger Funding
Background and Award Information
The Michigan Department of Environment, Great Lakes, and Energy (EGLE) has announced $5 million in funding to support Level 2 AC EV charging stations at existing multifamily housing units through its Clean Fuel & Charging Infrastructure Program. EGLE will award up to $300,000 per applicant.

WYDEQ Diesel School Bus and MHDV Replacement Program
Background and Award Information
The Wyoming Department of Environmental Quality (WYDEQ) is offering more than $1 million in grant funding through the Diesel Emissions Reduction Act to support the early replacement of model year 2004–2009 diesel school buses. Additionally, WYDEQ is accepting applications from municipalities and county governments for funding to replace model year 2000–2016 medium- and heavy-duty trucks, as well as transit buses.

NJDEP Diesel Modernization Program
Background and Award Information
The New Jersey Department of Environmental Protection (NJDEP) has announced the second round of its Diesel Modernization Program, providing funding to replace medium- and heavy-duty diesel vehicles (MHDV) with electric. NJDEP is making $35 million available for local government vehicle electrification projects, such as shuttles, transit buses, garbage trucks, dump trucks, and Type A/B school bus replacements. Awards will include flat incentive amounts based on vehicle type and class.

Maryland Energy Administration 2025 Community EVSE Program
Background and Award Information
The Maryland Energy Administration has announced the Community Electric Vehicle Supply Equipment (EVSE) Program for FY 2025. The purpose of the Program is to increase access to affordable and reliable electric vehicle (EV) charging networks and reduce transportation greenhouse gas emissions in low and moderate income, overburdened, and underserved communities in Maryland. The Program accomplishes this by providing grant funding through three Areas of Interest: 1 - EV Infrastructure Planning, 2-Make-Ready Installations, and 3 - EVSE Installations.
Eligible Applicants
Eligible applicants include Maryland businesses, nonprofits, and state, tribal, and local government entities.

The program is noncompetitive and awards will be awarded on a first-come, first-serve basis. Applications will be accepted until March 28, 2025, or until all funding has been awarded.

California VW Mitigation Trust Freight and Marine Program
Background and Award Information
The California Volkswagen Mitigation Trust’s Zero-Emission Freight and Marine Program’s deadline has been extended. There is $25 million in funding available.
Eligible Applicants
The following zero-emission projects are eligible for funding: repowering marine vessels, including ferries, tugboats, and towboats to zero-emission; replacing heavy-lift forklifts with zero-emission alternatives; and replacing cargo handling equipment including terminal tractors with zero-emission alternatives. Eligible applicants include individuals, businesses, nonprofits, or government entities based in California or with a California-based affiliate.

CEC California Electric Vehicle Infrastructure Project 2.0
Background and Award Information
The California Energy Commission (CEC) recently announced the upcoming availability of equipment incentives for DC fast chargers through the California Electric Vehicle Infrastructure Project 2.0 (CALeVIP 2.0) Fast Charge California Project block grant. Incentives can cover 100% of approved costs and include $55,000 per charging port with power greater than 150 kW or less than 275 kW and $100,000 per charging port with power greater than or equal to 275 kW.

Funding will be awarded on a first-come, first-served basis to projects that have issued a permit and final utility service design.

Washington Department of Commerce Request for Applications for the Tribal Electric Boats Program
Background and Award Information
The Washington Department of Commerce has issued a Request for Applications for the Tribal Electric Boats Program. There is $4,750,000 in funding available to tribes to support the electrification of marine propulsion power for tribal fishing vessels, including boats for research and patrol activities. Funds can be used for project management, engineering, new vessels, vessel repowers, engine retrofits, charging pedestals, make-ready infrastructure, ongoing operations and maintenance, and other project-related costs.
Eligible Applicants
Eligible applicants include tribes or enterprises operated by federally-recognized tribes whose traditional lands and territories included parts of Washington or were adjacent to Washington’s border.

MPCA Freight Switcher Locomotive Repower or Replacement
Background and Award Information
The Minnesota Pollution Control Agency (MPCA) is accepting applications from locomotive owners to receive grant funds to partially fund pre-Tier 4 engine freight switcher locomotive repower or replacement in Minnesota with cleaner Tier 4 diesel engines or zero-emission motors. The MPCA anticipates awarding approximately $1.4 million for freight switcher locomotive repower/replacement projects.

NYSERDA Advanced Fuels and Thermal Energy Storage Program
Background and Award Information
The New York State Energy Research and Development Authority (NYSERDA) announced $3.7 million is available to support hydrogen fuel cell-based design for power generation and industrial processes. The funding is provided through NYSERDA’s Advanced Fuels and Thermal Energy Storage Program and seeks to support the design of viable configurations for hydrogen fuel cell-based resources to support dispatchable zero-emission firm capacity or decarbonize hard to electrify industrial processes.

CEC EnergIIZE Commercial Vehicles Fast Track 2025
Background and Award Information
Update: The California Energy Commission’s EnergIIZE Commercial Vehicles Fast Track 2025 Funding Lane is now open. EnergIIZE provides reimbursement-style grants to projects that deploy zero-emission vehicle charging and refueling infrastructure in support of medium- and heavy-duty fleets. Maximum awards of up to $5 million are available for electric vehicle and hydrogen projects on a per charging port or hydrogen dispenser basis.

South Coast Air Quality Management District Battery-Electric Switcher Locomotive Program RFP
Background and Award Information
South Coast Air Quality Management District issued a Request for Proposals for the Battery-Electric Switcher Locomotive Program. There is $190,800,000 in funding available for new battery-electric switcher locomotives and supporting charging infrastructure. Projects must be located within the Los Angeles-Long Beach-Anaheim and Riverside-San Bernardino-Ontario Metropolitan Statistical Areas, which include Los Angeles, Orange, Riverside and San Bernardino counties.

Eligible applicants include locomotive manufacturers partnering with a rail operator and owners and/or operators of switcher locomotives.

Tennessee Department of Environment and Conservation Request for Concept Papers for the Grid Resilience Formula Grant Program
Background and Award Information
The Tennessee Department of Environment and Conservation has released a Request for Concept Papers for the Grid Resilience Formula Grant Program which seeks to improve resilience of the electric grid against disruptive events. Concept papers can be submitted by electric distribution providers in Tennessee for eligible grid resilience projects.

Idaho Department of Environmental Quality 2025 Vehicle Replacement Program
Background and Award Information
The Idaho Department of Environmental Quality is accepting applications for its 2025 Vehicle Replacement Program. This program provides reimbursement rebates for up to 45% of the cost of vehicles and electric vehicle infrastructure when replacing an eligible diesel vehicle with an electric vehicle equivalent.

NYSERDA EV Managed Charging Program
Background and Award Information
The New York State Energy Research and Development Authority (NYSERDA) has announced $4 million in available funding through its Electric Vehicle (EV) Managed Charging program. This funding aims to support innovative technologies in the New York Avangrid service territory that helps to improve efficiency for delivering clean energy to the State’s electric grid. NYSERDA is seeking product development or demonstration projects that will help to enable the control of bi-directional data and broaden the range of integration options available to managed charging programs and their participants.

TDEC Light-Duty Zero Emission Vehicle Supply Equipment Projects Fast Charge TN Network Grant Program
Background and Award Information
The Tennessee Department of Environment and Conservation (TDEC) has released its second solicitation for Light-Duty Zero Emission Vehicle Supply Equipment projects under the Fast Charge TN Network grant program. The Fast Charge TN Network will provide financial assistance to local power companies, for-profit and non-profit organizations, and governmental entities, including local governments pur public institutions of higher education based in Tennessee. There is $2.8 million of funding available for eligible projects.

North Texas Diesel Emissions Reduction Call for Projects
Background and Award Information
The North Central Texas Council of Governments has released the North Texas Diesel Emissions Reduction Call for Projects (CFP). This CFP will fund replacement of existing diesel-powered medium- and heavy-duty vehicles or equipment to newer, cleaner vehicles or equipment operating in the Dallas-Fort Worth 10 county ozone nonattainment area. Eligible projects include Class 5-8 medium-and heavy-duty highway vehicles, nonroad engines, transport refrigeration units, SmartWay verified idle reduction technology on on-road highway vehicles, and locomotive engine replacement and locomotive shore power connections systems. Maximum funding levels vary by project type.
Eligible Applicants
Private sector fleets and public fleets including agencies for high-use diesel vehicles and equipment operating at goods movement facilities like airports, rail yards, terminals, and distribution centers.

DOT 2025 Port Infrastructure Development Program
Background
DOT has released funding for the purpose of improving the safety, efficiency, or reliability of the movement of goods through ports and intermodal connections to ports. Eligible projects include projects within the boundary of a port, or outside the boundary of a port and directly related to port operations or to an intermodal connection to a port that improves the safety, efficiency, or reliability of:
• The loading and unloading of goods at a port;
• The movement of goods into, out of, around, or within a port;
• Operational improvements at a port;
• Environmental and emissions mitigation measures; or
• Infrastructure that supports seafood and seafood-related businesses.
It is anticipated that roughly $450 million in funding will be available.
Eligible Applicants
Eligible applicants include states, political subdivisions of states or local governments, public agencies or publicly chartered authorities established by one or more states, special purpose districts with transportation functions, Indian Tribes or consortiums of Indian Tribes, multistate or multijurisdictional groups of entities previously described, or lead entities previously described jointly with private entities or groups of private entities, including owners or operators of facilities, or collections of facilities, at ports.

Santa Barbara County Air Pollution Control District 2025 Clean Air Grants Program
Background and Award Information
Santa Barbara County Air Pollution Control District announced the 2025 Clean Air Grants Program will begin accepting applications July 28, 2025. Applications for the replacement of diesel on-road trucks and buses and off-road equipment; repower of marine and stationary agricultural engines; installation of charging and hydrogen fueling infrastructure; zero-emission school bus fleet expansion; and locomotive replacement project categories are available now. Individual awards will range between $10,000 and $250,000.

Butte County Air Quality Management District Projects Replacing On-road and Off-road Heavy-duty Vehicles
Background and Award Information
The Butte County Air Quality Management District is now accepting applications for projects replacing existing on-road and off-road heavy-duty vehicles with zero-emission equivalents. Washington Department of Ecology EV Charging Level 2: Charge Where You Are Grant Program
Background and Award Information
The Washington Department of Ecology has announced the opening of applications for its EV Charging Level 2: Charge Where You Are grant program. There is $4,000,000 in funding available to install four to 10 Level 2 plugs for multi-unit/multi-family residential charging, publicly available charging, and fleet and workplace charging within Washington.

State of Washington Department of Ecology Charge Where You Are Program
Background and Award Information
The State of Washington’s Department of Ecology plans to announce the next round of funding for electric vehicle charging infrastructure through the Charge Where You Are program. A total of $2 million in grant funding is available for this round.

Eligible applicants include businesses, nonprofit organizations, public entities, and Tribal governments. Projects must involve the installation of four to 10 Level 2 charging plugs at multi-unit residential properties, publicly accessible locations, or for fleet and workplace use.

Charge Ready NY 2.0 Program
Background and Award Information
The New York State Energy Research and Development Authority has announced that incentives provided through the Charge Ready NY 2.0 Program have been expanded to further reduce equipment installation costs for Level 2 chargers. The available incentive amount has been increased from $2,000 to $3,000 per port, with properties located within disadvantaged communities being eligible for an additional rebate of $1,000 per charging port. Additional key changes to the program include a reduction in the minimum number of ports required per site and changes in site eligibility. Remaining funding for the Charge Ready NY 2.0 Program is $4.25 million.

MassDEP Electric Vehicle Incentive Program Workplace and Fleet Program
Background and Award Information
The Massachusetts Department of Environmental Protection (MassDEP) has announced that the Massachusetts Electric Vehicle Incentive Program Workplace and Fleet Program will now fund Level 1 and 2 charging station projects for medium- and heavy-duty vehicle fleets, in addition to light-duty fleets. MassDEP provides up to 60% of the funding up to a maximum of $50,000 per street address for hardware and installation costs.
Eligible Applicants
Eligible applicants include any entities with 15 or more employees in a non-residential place of business, and that have at least one light-, medium- or heavy-duty electric vehicle in their fleet or on order.

CEO Charge Ahead Colorado Grant
Background and Award Information
The Colorado Energy Office (CEO) has announced the opening of its Charge Ahead Colorado Grant program, with additional funding now available via the Multifamily Housing (MFH) Portfolio Lane program. The MFH Portfolio Lane program provides funding for multifamily housing, businesses, governments, and communities to install Level 2 and direct current fast charging (DCFC) electric vehicle charging stations.
Eligible Applicants
Eligible applicants include any public, private, or nonprofit entities, with the program offering up to $250,000 in funding per applicant.

Applications for the standard and MFH Portfolio Lane program are due June 13, 2025. Entities interested in funding for projects requesting six or fewer Level 2 charging ports may apply beyond the June 13 deadline via Charge Ahead Colorado’s rolling application.

Background and Award Information
The Massachusetts Clean Energy Center (MassCEC) has announced that the Vehicle-To-Everything Program is now open to applications. This new program will enable communities to explore the new grid-stabilization technology of Vehicle-to-Everything (V2X) by providing awardees with a bi-directional charger and installation at their location free of charge. The program will also enroll eligible participants in utility programs which may provide additional compensation.

Georgia EPD 2024 Early School Bus Replacement Projects
Background and Award Information
The Georgia Environmental Protection Division (Georgia EPD) has announced $636,968 in funding for 2024 early school bus replacement projects for the purposes of reducing diesel emissions through the Diesel Emission Reduction Act State Clean Diesel Grant. Georgia EPD has issued a Request for Applications to school systems in Georgia. The program will provide funding for school systems to replace older, high emitting school bus models with newer, lower emitting models. Applicants are required to match a minimum of 85.5% of project costs.

NYSERDA Grid Enhancing Technologies Funding Opportunity
Background and Award Information
The New York State Energy Research and Development Authority (NYSERDA) has announced the availability of $12 million in funds for Grid Enhancing Technologies. NYSERDA seeks technologies that improve the performance of the electric power delivery system as it evolves with increasing renewable penetration as well as projects that help establish a pathway for products and services to gain market entry by addressing existing technical and economic barriers.

South Coast AQMD Carl Moyer Memorial Air Quality Standards Attainment Program
Background and Award Information
The South Coast Air Quality Management District (AQMD) has announced the opening of its Carl Moyer Memorial Air Quality Standards Attainment Program. Any owner of an eligible heavy-duty on-road or off-road project that operates at least 75% of the time within AQMD boundaries is eligible to apply. Approximately $43.3 million in funding is available, including AB 923 match funds. Funding is limited by cost-effectiveness per vehicle based on emission reductions.

FY25 NOFO: Grants for Buses and Bus Facilities and Low or No Emission Program
Background
The Federal Transit Administration (FTA) has released the FY2025 combined Notice of Funding Opportunity (NOFO) for the Low or No Emission Grant Program (Low-No) and the Grants for Buses and Bus Facilities Competitive Program. FTA has allocated $1.1 billion in funds to support the deployment of low- or zero emission vehicles and related infrastructure through Low-No. Another $398 million is available for the Buses and Bus Facilities Program.
Eligible Applicants
Eligible applicants include direct or designated recipients of FTA grants; States; local governmental authorities; and Indian Tribes. Except for projects proposed by Indian Tribes, proposals for funding eligible projects in rural (non-urbanized) areas must be submitted as part of a consolidated state proposal. States and other eligible applicants also may submit consolidated proposals for projects in urbanized areas.

CEO Fleet-ZERO Grant

CEO’s Fleet Zero-Emission Resource Opportunity (Fleet-ZERO) grant program is currently open. Fleet-ZERO offers funding to support the charging needs of fleet owners and operators seeking to electrify their vehicles, as well as third-party providers intending to offer public charging and electric vehicle(EV) charging-as-a-service to fleets. The program will award up to $500,000 per applicant.

Oklahoma DEQ 2023–2024 Clean Diesel Grant Program
Background and Award Information
The Oklahoma Department of Environmental Quality has re-opened applications for the Fiscal Year 2023–2024 Oklahoma Clean Diesel grant program. Approximately $650,000 in funding is available to replace diesel school buses with new diesel, gasoline, battery-electric, propane, or natural gas school buses ahead of normal attrition. The state may fund up to 45% of the cost of a 2021 model year or newer zero-emission replacement vehicle. This cost can include the purchase and installation of one charging unit per vehicle. Eligible applicants include all Oklahoma school districts transporting Pre-K–12 students. Applications will be accepted on a rolling basis until all funding has been awarded.

Background
California Energy Commission (CEC) has issued a Grant Funding Opportunity (GFO) for projects that will deploy depot charging and hydrogen refueling infrastructure for zero-emission medium- and heavy-duty on-road, off-road, and specialty vehicles. Up to $20 million in funding is available. CEC identified two categories of funding:
Category A: Infrastructure for fleets owned and operated by California public entities such as cities, counties, and/or other eligible local government entities. CEC has dedicated $10 million of the available funding to this category. Maximum award amounts in this category include up to $2.5 million for infrastructure to support conversion of a single eligible public entity fleet and up to $5 million for shared infrastructure to support conversion of two or more eligible public entity fleets. The match requirement is 25% of total allowable project costs of which 50% of the match share must be cash match.
Category B: Infrastructure for fleets owned and operated by California state government agencies, United States federal government agencies, transit agencies, local educational agencies, private entities, and/or public entities defined in Category A. CEC has dedicated $10 million of the available funding to this category. The maximum award amount in this category is up to $5 million for shared infrastructure to support conversion of two or more eligible entity fleets. The match requirement is 50% of total allowable project costs of which 50% of the match share must be cash match.
Applicants are only eligible to submit one application.
Eligible Applicants
Eligible applicants include all public and private entities, California Native American Tribes, and California Tribal Organizations serving California Native American Tribes, except for investor-owned utilities. Applicants in both categories are encouraged to apply as a group to share charging/refueling infrastructure with neighboring entities.

[Paused] CEC Medium- and Heavy-Duty ZE Vehicle Port Infrastructure GFO
Background
CEC has issued a GFO for projects that will deploy medium- and heavy-duty zero-emission vehicle charging or hydrogen refueling infrastructure serving California seaports and land ports of entry. Funding will support the installation of charging and fueling infrastructure for battery electric and hydrogen fuel cell medium- and heavy-duty vehicles, port equipment, and off-road equipment including gantries and cargo handling equipment. Up to $40 million in funding is available.
There are two Applicant Groups:
1. Small Ports with $20 million in CEC funding available. The maximum award amount is $5 million with a minimum match requirement of 25%. Small port applicants must propose to deploy at least 20 charging ports or two hydrogen fueling positions. CEC expects to award at least four projects in this group.
2. Large Ports with $20 million in CEC funding available. The maximum award amount is $10 million with a minimum match requirement of 25%. Large port applicants must propose to deploy at least 20 charging ports or four hydrogen fueling positions. CEC expects to award at least two projects in this group.
Applicants must identify whether charging infrastructure or hydrogen fueling infrastructure is the principal technology. Only the principal technology is eligible for CEC reimbursement. The secondary technology type may be used as match and is not required to meet the minimum deployment requirements. Applicants may submit multiple applications for each Applicant Group as long as each application is separate and distinct; however, no Applicant will be eligible for more than a total of $15 million.
Eligible Applicants
Eligible applicants include all California ports and public and private entities serving or supporting a California port. Non-port applicants will be required to either provide a letter of support from a port or otherwise describe in the project narrative how the project will support a port or ports. Investor-owned utilities are ineligible.

DOE Guiding Universal Indicators in Developing Ecosystems for Hydrogen
Background Information
DOE is launching the GUIDE-H2 Competition to increase practitioner experience applying analytic methods and developing guidelines, consistent frameworks, and best practices to assess real-world, clean hydrogen energy projects. Applicants will develop and/or utilize innovative frameworks for methodical sustainability assessments and evaluate real-world, planned, or conceptual hydrogen projects based on their economic, social, and environmental impacts for hydrogen production, distribution, and end use, aiming to ensure both near-term project viability and long-term sustainability. These case studies will be used to develop guidelines and best practices to inform and improve future real-world projects to realize optimal success across economic, societal, environmental, and other relevant factors.
The GUIDE-H2 Competition is split into two phases. In Phase I, competitors will propose an innovative, comprehensive approach for assessing a real, planned or theoretical commercial hydrogen deployment project as a case study. Phase I winning teams will be eligible to compete in Phase II. In Phase II, winning teams will conduct the proposed project assessment and craft a case study that details their innovative approach and results, including a summary of best practices that could be emulated in real-world deployments. At the end of Phase II, up to three winning teams will be invited to attend and present at high-profile venues such as Clean Energy Ministerial roundtables, webinars, and the DOE Hydrogen Program Annual Merit Review in Washington, D.C.
The GUIDE-H2 Competition offers a total award pool of $200,000 across the two phases. Up to six Phase I winning teams will receive $10,000 each. In Phase II, up to three winning teams will receive $20,000 for third place, $40,000 for second place, and $80,000 for first place.

Eligible applicants include individuals; private entities (for-profits and nonprofits); non-federal government entities such as states, counties, tribes, and municipalities; and academic institutions.

CEC Charging Interoperability and Collaboration Yard GFO
Background
CEC has issued a GFO for projects that will provide an open and neutral space for industry collaboration, knowledge sharing, interoperability testing, and conformance testing for electric vehicle charging equipment within the State of California. Up to $4 million in funding is available.
The Charge Yard facility must accommodate at minimum twelve large electric vehicle supply equipment units and four vehicles operating concurrently. The applicant must support semi-public and private testing, work to make standard test cases available for both ISO 15118 and OCPI, host at least five events annually, and perform and report findings of interoperability testing on the top 10 light-duty electric vehicles sold in the State of California.
Applicants must commit to five years of operation and provide detailed plans of how to reach 10 years of operation without additional funding from CEC. Applications must also include a minimum 33% cash match share.
Eligible Applicants
This solicitation is open to private or public entities, including multiple entities bidding as a group. Investor-owned utilities, publicly-owned utilities, universities and university-operated facilities are not eligible. The applicant does not need to be headquartered in California.

Background and Award Information
The Tennessee Department of Environment and Conservation has released its fifth solicitation for projects under the Volkswagen Diesel Settlement Environmental Mitigation Trust. CEO DCFC Plazas Grant
Background and Award Information
CEO’s DCFC Plazas Grant is currently open. The DCFC Plazas program provides incentive funding to increase access to high-speed charging throughout the state and to fill remaining gaps along Colorado’s transportation corridors and within urban and rural communities. The Bay Area Air District also opened the 2025 Charge! Program. The Charge! Program provides grant funding to offset a portion of the cost to purchase and install new publicly accessible chargers for light-duty electric vehicles (EVs) at multi-family housing facilities, destinations, transit parking locations, and workplaces across the Bay Area. Illinois EPA MHDV Diesel Replacement Funding
Background and Award Information
The Illinois Environmental Protection Agency (IEPA) is accepting applications to fund a portion of the replacement costs for diesel Class 4-8 medium- and heavy-duty freight trucks and Class 8 port drayage trucks. Each new replacement truck must be of the same type and class as the retired truck and be a licensed all-electric vehicle.
Eligible Applicants
Eligible trucks are those used to haul and deliver freight or cargo in local areas within Chicago, including delivery/box trucks, waste haulers, Class 8 port drayage trucks, landscape trucks, dump trucks, and freight/transport trucks. In addition to funding for new all-electric trucks, IEPA will also fund a portion of necessary new Level 2 or DCFC charging equipment if charging infrastructure is needed. MESC intends to issue a second opening of the BIL Battery Materials Processing and Battery Manufacturing FOA. DOE expects to make 3 to 14 awards totalling approximately $725 million of federal funding available for new awards under this funding opportunity. Individual awards may vary between $50,000,000 and $200,000,000. The estimated period of performance for each award will be approximately 24-60 months. The overall funding opportunity scope may include capital and operational support for demonstration and/or commercial facilities supporting battery-grade precursor materials, constituent materials, battery components, and cell manufacturing and recycling.

NHDES Granite State Clean Fleets Grant
Background and Award Information
The New Hampshire Department of Environmental Services (NHDES) is requesting proposals for the Granite State Clean Fleets (GSCF) competitive grant program. GSCF offers partial reimbursement for projects that reduce transportation-related emissions by scrapping and replacing older, dirtier diesel-powered units with newer, cleaner alternative-fuel or diesel-powered units. Total available funding of $5.1 million is available from New Hampshire’s Volkswagen Mitigation Trust. CEC has issued a GFO for the California Battery Pilot Manufacturing Line program, which aims to fund the establishment of a battery pilot manufacturing line capable of manufacturing and testing a variety of emerging lithium-ion based technologies. The Arkansas Department of Energy and the Environment has announced the Reduce Emissions from Diesels (Go RED!) School Edition Program. The Go RED! School Edition Program is a limited eligibility program that provides funding assistance for projects that reduce diesel emissions from school buses. Awards under the Go RED! School Edition Program will be capped at $80,000 per applicant.
Eligible Applicants
Any Arkansas school district owning eligible equipment that is more than two years old and currently operational and will continue to operate in the state of Arkansas for five years after deployment, is eligible to apply. Eligible replacement vehicles and equipment include those powered by hybrid engines and zero tailpipe emissions power sources (battery or fuel cell).

Kansas DOT Spring 2025 Cost Share Program
Background and Award Information
The Kansas Department of Transportation (KDOT) is accepting applications for the spring 2025 round of the agency’s Cost Share Program. The Cost Share Program provides financial assistance to local entities for construction projects that improve safety, leverage state funds to increase total transportation investment, and help both rural and urban areas of the state improve the transportation system. This round of grant funding has an overall budget of $6 million, with a maximum awarded amount of $1 million per project.
Eligible Applicants
All transportation projects are eligible, including roadway (on and off the state system), rail, airport, bicycle/pedestrian and public transit. Candidate projects should include investments that provide transportation benefits and are not eligible for other KDOT programs.

Background and Award Information
California – The South Coast Air Quality Management District (AQMD) has released a new funding opportunity for the Lower-Emission School Bus Program in the South Coast Air Basin. This program is designed to assist public school districts with the purchase of new Type A, C, or D zero-emission school buses. Eligible applicants include public school districts and Joint Power Authorities formed by public school districts within the geographical boundaries of the South Coast AQMD. There is $45 million in funding available and applications are due on April 18, 2025.
Michigan – The Michigan Economic Development Corporation has announced its 2025 One-Time Mobility Fund grants through its Michigan Mobility Funding Platform, meant for small businesses and startups. Grants will be awarded for two categories of projects, including test sites and deployments. Test site grants range from $50,000 to $200,000 and are meant for mobility projects that include a partnership with one of nine pre-approved closed environmental test sites. Deployment grants range from $100,000 to $500,000 and are meant for any project in a public space that includes a partnership with municipalities and/or state agencies. Applications are due March 13, 2025.
Mid-Southern U.S. – The Delta Regional Authority has released a Notice of Funding Availability for the 2025 Community Infrastructure Fund (CIF). The CIF provides direct investment for public infrastructure and transportation infrastructure to communities in the Mississippi River Delta and Alabama Black Belt regions. Most project award amounts will range from $500,000 to $2 million, based on the project type and application score. Eligible Applicants include Counties/parishes, cities, or other local government subdivisions, public or private nonprofit organizations, regional and economic development organizations, workforce boards, labor unions, community and faith-based organizations, colleges, trade schools, and minority-serving institutions, and federally recognized Tribes. Applications are accepted on a rolling basis.
Minnesota – The Minnesota Department of Commerce has issued a request for proposals for the purchase of electric school buses from eligible school districts throughout Minnesota and applicants on their behalf. A total of $13 million in funding is available to accelerate school districts’ adoption of electric school buses and to encourage schools to use vehicle electrification as a teaching tool that can be integrated into the school's curriculum. The funding will cover the cost of procuring electric buses and other related equipment, including charging infrastructure. Applications are due May 13, 2025.

NC State 2025 Clean Fuel Advanced Technology Program
Background and Award Information
The North Carolina Clean Energy Technology Center at NC State University has announced an RFP for the 2025 Clean Fuel Advanced Technology (CFAT) Program. The CFAT program will offer $5.9 million focused on reducing transportation-related emissions and supported with federal Congestion Mitigation Air Quality funding from the N.C. Department of Transportation. The primary purpose of the CFAT project is to reduce transportation-related emissions in 24 eligible North Carolina counties; the secondary purpose is to expand the availability of eligible refueling and charging infrastructure. Project proposals will be limited to a maximum award of $450,000 with a minimum award of $5,000.
