Background and Award Information

South Coast Air Quality Management District (South Coast AQMD) has announced the availability of multiple funding opportunities through the U.S. Environmental Protection Agency’s INVEST CLEAN program:

  • There is $178.5 million in funding available through Measure 1: Charging Infrastructure Deployment Incentive Program. This funding includes rebate-based incentives to offset the cost of eligible charging equipment that directly supports Class 4 to 8 medium heavy duty and heavy heavy duty goods movement vehicles. The funding amount is determined based on the output of the charging system of the stations. Eligible applicants include charging station developers and operators, fleet operators, truck stop operators, and distribution centers. Applications are due November 28, 2025.
  • There is $28 million in funding available through Measure 2.1: Battery Electric Freight Vehicle Deployment Incentive Program. Funding is rebate-based and limited to the replacement of diesel-fueled Class 8 trucks with Class 8 trucks powered by battery-electric technology. Eligible applicants include public or private entities currently operating a Class 8 vehicle for goods movement. Applications are due November 28, 2025.
  • $20.6 million in funding is available through the Measure 3: Battery Electric Cargo Handling Equipment (CHE) Deployment Program. Up to 100% of the equipment cost may be covered, but is capped at $300,000 per yard truck and $400,000 per top handler. Eligible applicants include fleet owners of CHE at inland ports and seaports, warehouses, freight facility centers, and intermodal railyards. Applications are due November 28, 2025.
