The Santa Barbara County Air Pollution Control District has announced the availability of grants between $10,000 and $250,000 to replace diesel trucks, buses, and off-road equipment; repower diesel marine and stationary agricultural engines; install charging and hydrogen fueling infrastructure; add zero-emission buses to school bus fleets; and replace locomotives or stationary emergency generators.

All projects must be voluntary and surplus to any rule or regulation. Public, private, and nonprofit entities are eligible to apply and may submit a maximum of one application per program category. Funded equipment must operate within Santa Barbara County.

Background and Award Information

The Arkansas Division of Environmental Quality has announced available funding under the U.S. Environmental Protection Agency’s Diesel Emissions Reduction Act. The Go RED! Program provides funding for projects that reduce diesel emissions from Class 5-8 highway trucks, buses, marine engines, locomotives, and nonroad engines. The program has a monthly rolling deadline for application submissions until funds are awarded. Any public, private, or nonprofit entity in Arkansas are eligible to apply. Eligible projects include vehicle replacements, engine replacements, idle reduction technologies, and retrofit technologies.

Washington State Department of Commerce’s Clean Energy Fund is opening a new round of the Research, Development and Demonstration (RD&D) Program. Approximately $10 million in funding is available to support innovative and equitable clean energy projects.

The Vermont Agency of Transportation (VTrans) is seeking Statements of Qualifications (SOQ) from interested parties to be evaluated and shortlisted for future Requests for Proposals related to the design, construction, ownership, operation, and maintenance of EV charging infrastructure under the National Electric Vehicle Infrastructure (NEVI) program. Eligible projects include work along Vermont's designated Alternative Fuel Corridors and community locations beyond highway corridors. Inclusion on the VTrans shortlist does not guarantee an award of work, but it allows qualified firms to participate in subsequent RFP phases. Firms already shortlisted under previous statewide NEVI RFQs do not need to reapply. No payment is provided for time or costs incurred in preparing an SOQ response.

The North Central Texas Council of Governments (NCTCOG) has announced a call for projects to support near-term airport infrastructure improvements to prepare for the next generation of aviation activity. Eligible projects should demonstrate how the proposed charging infrastructure will prepare the airport to support future electric vertical takeoff and landing (eVOTL) operations along with attracting operators or private-sector partners. Airports must be a public-use airport location within the 12-county NCTCOG region. The maximum award per applicant is $200,000. Eligible expenses include the cost of the eVOTL charger and other infrastructure directly required to install and make the charger operational.

The Tennessee Department of Environment and Conservation has released the 2nd round of funding under the Volkswagen Diesel Settlement Environmental Mitigation Trust. Vehicles eligible for replacement or repower include Class 4-7 local freight trucks, Class 8 freight trucks and port drayage trucks, and Class 4-8 transit, shuttle, and school buses. A maximum of $3M for all-electric projects and $1.5M for other fuel types is available per request.

Background and Award Information

The New Jersey Department of Environmental Protection (NJDEP) has opened Round 3 of its Electric School Bus Grant Program, a three year program providing up to $15 million in competitive funding to support the replacement of diesel school buses with battery-electric school buses and associated charging infrastructure. Round 3 is the third and final year of the program. Eligible entities are schools or school districts that own or lease their buses and school bus contractors that provide busing services to schools. School bus contractors must apply in conjunction with a specified school or school district. Applicants must be transitioning to zero-emission transportation technologies, and award priority will be given to projects serving overburdened communities and regions with significant air quality impacts. The program provides up to $350,000 per bus for projects serving overburdened school districts and up to $320,000 per bus for all other eligible applicants. Eligible school districts and school bus contractors may apply for funding for between two and sixteen electric school buses per application.

The Michigan Department of Environment, Great Lakes, and Energy (EGLE) has released the Clean Energy Workforce Development Program, providing $250,000 in grant funding to support education, training, apprenticeships, and career pathways related to energy efficiency, renewable energy, and clean energy technologies across Michigan. The New Hampshire Department of Environmental Services (NHDES) has amended its Granite State Clean Fleets (GSCF) request for proposals, releasing an additional $750,000 in funding for a total of $1.5 million available. The GSCF program provides reimbursement grants to scrap and replace older diesel-powered vehicles, engines, and equipment with newer, cleaner alternative-fuel or diesel units, as well as marine shore power installation projects. Qualifying private and non-profit organizations are now eligible to apply, in addition to public entities. NHDES is accepting applications on a rolling monthly basis until all funds have been obligated.

Funding is available for projects involving freight trucks, school and transit buses, freight switchers, airport ground support equipment, forklifts, ferries, and tugboats, with reimbursement available for both vehicle or equipment purchases and associated charging infrastructure. Eligible applicants will include public and private entities with qualifying diesel vehicles or equipment that will be permanently retired and replaced as part of the project. VT DEC will be accepting applications on a rolling monthly basis for up to six months or until the funding has been exhausted, whichever comes first.

The New York State Department of Labor (NYSDOL), through its Office of Just Energy Transition, has released the Growing the Clean Energy Workforce – Electric Vehicles (GCEW-EV) program. Up to $7 million is available to support the creation and expansion of workforce training and pre-apprenticeship programs focused on electric vehicle maintenance and repair, EV charging station maintenance and repair, and EV fleet maintenance. GCEW-EV funding may also be used for wraparound services that support participant success, with awards of up to $500,000 per applicant, plus up to $100,000 for eligible training equipment. The Kentucky Transportation Cabinet has released an RFP for Round 4 of funding under NEVI. Kentucky was allocated $70M in EV charging formula funds and approximately $55M in funds have been allocated thus far. Kentucky is soliciting proposals from qualified entities to participate in the deployment of direct current fast charging infrastructure across the state. Funding may be used to upgrade existing charging stations or the development of new stations in the 32 outlined sited zones. Eligible proposers must be eligible to do business in Kentucky and state agencies are not eligible to apply. Each proposal can include only one charging project site but proposers may submit proposals for more than one zone.

The Bay Area Air District has announced the upcoming availability of more than $20 million in voucher incentive funding to replace light, medium, and heavy-duty trucks with zero-emission equivalents within the San Francisco Bay Area. Funding will be available for up to $240,000 for light- and medium-heavy duty trucks and up to $520,000 for heavy-duty trucks based on the engine model year, past usage and the current odometer of the old truck. Participants must work with an approved Bay Area dealership listed on the Air District website.
