
At the Center for Transportation and the Environment (CTE), we’ve always believed that advancing clean transportation is about more than just reducing emissions—it’s about creating healthier communities, good jobs, and a more resilient future.
Our 2024 Impact Report reflects that belief, and we’re proud to share some of the stories, numbers, and milestones that defined our work over the past year.
A Letter from Our Executive Director
In his opening letter, Executive Director Dan Raudebaugh reminds us that this work transcends partisanship.
“Bold investment in clean energy and climate-resilient technologies is not just compatible with a strong economy,” Dan writes. “It may be the single most financially sound path forward for the United States in the 21st century.”
He points to the economic case for climate action:
• Climate disasters cost the U.S. nearly $100 billion in 2023 alone
• The clean energy sector now supports more U.S. jobs than oil and gas combined
• A major study by Deloitte projects that bold climate investment could add $43 trillion to the U.S. economy by 2050
Dan’s message: “Climate action is economic action.”
Turning Impact into Investment
CTE’s financials tell the same story. In 2024, we brought in $11.4 million in revenue to support our project, program, and policy work. But far more importantly, that work helped our partners and members unlock over $871 million in new project awards—a 76:1 return on investment for the zero-emission transportation industry.
That’s not just numbers on a page. That’s public and private dollars going to school districts, transit agencies, and communities working to build clean, efficient, and affordable transportation systems.
One example: NorCAL ZERO, a hydrogen trucking initiative led by CTE. Thanks to collaborative grant writing and project management, the effort secured $25.7 million in private funding to match the $27.6 million in public funding, launched 30 zero-emission trucks, built California’s first and the world’s largest heavy-duty hydrogen fueling station, and created 45+ new clean freight jobs.

With 180 active projects, CTE is more committed than ever to advancing a cleaner, connected, and competitive transportation ecosystem. Together, we’re proving that doing what’s right for the climate is also what’s right for our economy—and our future.
