As a service to our members, CTE continually tracks state funding opportunities that could be of potential interest to our members. CTE monitors and updates the latest funding options in each state, providing direct and timely information to transportation professionals, industry leaders, and stakeholders.
Background and Award Information
California – The California Energy Commission (CEC) recently announced the upcoming availability of equipment incentives for DC fast chargers through the California Electric Vehicle Infrastructure Project 2.0 (CALeVIP 2.0) Fast Charge California Project block grant. Incentives can cover 100% of approved costs and include $55,000 per charging port with power greater than 150 kW or less than 275 kW and $100,000 per charging port with power greater than or equal to 275 kW. Funding will be awarded on a first-come, first-served basis to projects that have issued a permit and final utility service design. Applications open July 8, 2025 and close September 20, 2025.
CEC also announced multiple updates relating to its EnergIIZE Commercial Vehicles program funding lanes. EnergIIZE provides reimbursement-style grants to projects that deploy zero-emission vehicle charging and refueling infrastructure in support of medium- and heavy-duty fleets. EnergIIZE has extended both the Drayage and Transit Set-Aside lanes past March 2025 and announced the opening of Fast Track 2025, which prioritizes deployment-ready and public projects. An application workshop for all three EnergIIZE programs is scheduled for April 29, 2025. Funding is available on a per charging port or hydrogen dispenser basis for all three programs, with maximum awards of up to $5 million per project. Fast Track 2025 applications will be accepted from May 13, 2025 to July 15, 2025.
The Napa Valley Transportation Authority (NVTA) has released an RFP for Buy America pre-award, post-delivery audits and vehicle inspection services for its 14 40-foot GILLIG battery electric buses. This project will be funded using federal and state funds for a term of three years with two one-year options. Proposers must be licensed within the State of California. Applications are due April 25, 2025.
The Port of Los Angeles has released an RFP for three years of grant management services in support of its Sustainable Equipment Adoption: Community, Harbor, and Neighborhood Growth & Empowerment (SEA-CHANGE) project, which is funded in part by a U.S. Environmental Protection Agency Clean Ports Program grant. The consultant will support the Harbor Department’s Environmental Management Division staff in managing the grant award, including coordinating with terminal partners, supporting subcontracting and invoicing, developing reports, and managing meetings. The Harbor Department’s grant contract includes $1 million for contracted administrative support. Proposals are due June 3, 2025.
The South Coast Air Quality Management District (AQMD) has announced the opening of its Carl Moyer Memorial Air Quality Standards Attainment Program . Any owner of an eligible heavy-duty on-road or off-road project that operates at least 75% of the time within AQMD boundaries is eligible to apply. The project must not be required by any federal, state or local rule or regulation and must be in compliance with California Air Resources Board regulations. Approximately $43.3 million in funding is available, including AB 923 match funds. Funding is limited by cost-effectiveness per vehicle based on emission reductions. Applications will close July 1, 2025.
New Hampshire – The New Hampshire Department of Environmental Services (NHDES) is requesting proposals for the Granite State Clean Fleets (GSCF) competitive grant program. GSCF offers partial reimbursement for projects that reduce transportation-related emissions by scrapping and replacing older, dirtier diesel-powered units with newer, cleaner alternative-fuel or diesel-powered units. Total available funding of $5.1 million is available from New Hampshire’s Volkswagen Mitigation Trust. Eligible applicants include New Hampshire government entities such as municipalities, public school districts, public colleges/universities and transit agencies, as well as private businesses or non-profits organizations. NHDES anticipates opening a second GSCF round in the latter half of 2025 with an additional $5.1 million of available funding, although eligibility and conditions for the later funding may be subject to change. There is no limit to the number of applications an entity may submit. Applications are due May 23, 2025.
New York – The New York State Energy Research and Development Authority (NYSERDA) has announced the availability of $12 million in funds for Grid Enhancing Technologies. NYSERDA seeks technologies that improve the performance of the electric power delivery system as it evolves with increasing renewable penetration as well as projects that help establish a pathway for products and services to gain market entry by addressing existing technical and economic barriers. Eligible projects include research studies, product development, and demonstration projects that improve the resiliency, reliability and overall performance of the power grid. Applications are due July 15, 2025.
