CTE monitors and updates the latest funding options in each state, providing direct and timely information to transportation professionals, industry leaders, and stakeholders.
Background and Award Information
Arkansas – The Arkansas Department of Energy and the Environment has announced the Reduce Emissions from Diesels (Go RED!) School Edition Program. The Go RED! School Edition Program is a limited eligibility program that provides funding assistance for projects that reduce diesel emissions from school buses. Awards under the Go RED! School Edition Program will be capped at $80,000 per applicant. Any Arkansas school district owning eligible equipment that is more than two years old and currently operational and will continue to operate in the state of Arkansas for five years after deployment, is eligible to apply. Eligible replacement vehicles and equipment include those powered by hybrid engines and zero tailpipe emissions power sources (battery or fuel cell). Applications are due March 31, 2025.
Massachusetts – The Massachusetts Department of Environmental Protection, through the federal Diesel Emission Reduction Act program, is conducting a competitive electric-only solicitation. This is an early replacement program designed to accelerate the retirement of less efficient and more polluting diesel vehicles and equipment. Eligible diesel vehicles, engines, and equipment include school buses, transit buses, medium-duty or heavy-duty trucks, marine engines, locomotives, and nonroad engines, equipment, or vehicles. The eligible technologies that can be applied to the above vehicles, engines, and equipment include vehicle and equipment replacements with zero-tailpipe emission power sources, engine replacements with zero-tailpipe emission power sources and verified idle reduction technologies. There is approximately $3.66 million in funding available, and applications are due on April 7, 2025.
Michigan – The Michigan Department of Environment, Great Lakes, and Energy (EGLE) has announced $5 million in funding to support Level 2 AC EV charging stations at existing multifamily housing units through its Clean Fuel & Charging Infrastructure Program. Any organization is eligible to apply. EGLE will award up to $300,000 per applicant. Applications will be accepted on a rolling basis until funds are exhausted.
The Michigan Department of Education, in collaboration with EGLE and the Michigan Association of Pupil Transportation, has opened Round 3 of its 74(b) Clean Bus Energy Grant, a $125 million program aimed at helping Michigan school districts replace aging diesel school buses with cleaner alternatives. Applicants may request up to 10 buses. All Michigan Public School Districts are eligible to apply, and applications are due on May 2, 2025.
Oregon – The League of Oregon Cities has released a Notice of Solicitation for the Utility Vehicles and Alternative Transportation Request for Proposals. The intent of this Interstate Cooperative Procurement Solicitation is to invite Proposers to submit a competitive pricing proposal offering Utility Vehicles and Alternative Transportation to LOC, which will then be made available to NPPGov members locally and nationwide; to reduce expenses by eliminating multiple requests for proposals and multiple responses by Vendors; and to obtain discounted pricing through volume purchasing. Categories include utility vehicles, including but not limited to electric, self-propelled, hybrid, and traditional fuel transportation Traditional Utility Vehicles, Compact Utility Vehicles, Mid-Sized Utility Vehicles, and High-Performance Utility Vehicles. Applications are due April 30, 2025.
Texas – The Texas Commission on Environmental Quality is now accepting applications for the Texas Clean Fleet Program with an estimated $16 million in grant funding available for fleet owners in Texas to replace aging diesel vehicles with new hybrid or alternative fuel vehicles. Grants are available for entities who own and operate a fleet of 75 or more on-road vehicles in Texas and who apply to replace at least 10 of those vehicles with new hybrid or alternative fuel vehicles. Applications are due March 21, 2025.

Federal Transit Administration (FTA) FY 2024 Technology Transfer (T2) Program
Background Information
FTA is soliciting applications to develop and implement a new T2 program to facilitate the deployment of promising innovative research solutions resulting from FTA’s strategic investments. FTA’s T2 Program is designed to promote the early deployment and demonstration of innovation in public transportation that has broad applicability to the market.
The goals of the T2 program are as follows:
- Develop processes, systems, and resources to support the deployment and adoption of FTA’s innovative research results in the public transportation industry.
- Support the commercialization and production of technologies developed in the U.S., in part through FTA-funded research and development.
- Overcome barriers and challenges affecting the adoption of research products in transit agencies.
There is $5 million available for one anticipated award under this solicitation.
Eligible Applicants
Eligible Applicants include departments, agencies, and instrumentalities of the federal government, including laboratories; state, local, and tribal governments; providers of public transportation; private or nonprofit organizations; and institutions of higher education.
Applicants must demonstrate experience supporting the deployment of research findings, developing useful resources to facilitate technology transfer/deployment, digital repository development/management, and national-level program management expertise.

Background and Award Information
California – The Southern California Association of Governments (SCAG) has released a request for proposals (RFP) for the Innovative Clean Transit Regional Assessment. To support the region in its efforts to transition to zero-emission buses by 2040, SCAG intends to conduct an Innovative Clean Transit Regional Assessment Study to assess the efforts of the region’s transit operators to develop and implement Zero-Emission Bus Rollout Plans and to assess the readiness of the region to transition to zero-emission transit fleets. Applications are due on February 7, 2025.
The California Volkswagen Mitigation Trust’s Zero-Emission Freight and Marine Program’s deadline has been extended. The following zero-emission projects are eligible for funding: repowering marine vessels, including ferries, tugboats, and towboats to zero-emission; replacing heavy-lift forklifts with zero-emission alternatives; and replacing cargo handling equipment including terminal tractors with zero-emission alternatives. Eligible applicants include individuals, businesses, nonprofits, or government entities based in California or with a California-based affiliate. There is $25 million in funding available, and applications are being accepted on a first-come, first-served basis until the program becomes oversubscribed, at which point applications will be placed on a waitlist and be considered as funding becomes available.
Maryland – The Maryland Energy Administration has announced the Community Electric Vehicle Supply Equipment (EVSE) Program for FY 2025. The purpose of the Program is to increase access to affordable and reliable electric vehicle (EV) charging networks and reduce transportation greenhouse gas emissions in low and moderate income, overburdened, and underserved communities in Maryland. The Program accomplishes this by providing grant funding through three Areas of Interest: 1 - EV Infrastructure Planning, 2-Make-Ready Installations, and 3 - EVSE Installations. Eligible applicants include Maryland businesses, nonprofits, and state, tribal, and local government entities. The program is noncompetitive and awards will be awarded on a first-come, first-serve basis. Applications will be accepted until March 28, 2025, or until all funding has been awarded.
New Jersey – The New Jersey Department of Environmental Protection (NJDEP) has announced the second round of its Diesel Modernization Program, providing funding to replace medium- and heavy-duty diesel vehicles (MHDV) with electric. NJDEP is making $35 million available for local government vehicle electrification projects, such as shuttles, transit buses, garbage trucks, dump trucks, and Type A/B school bus replacements. Awards will include flat incentive amounts based on vehicle type and class, and applications will be awarded on a first-come, first-served basis.
NJDEP has issued a solicitation for a Program Administration Team to support implementation of the multi-state Clean Corridor Coalition grant for MHDV charging. The prime contractor will be chosen from the list of pre-qualified vendors on New Jersey’s T2599 contract; however the prime contractor may partner with qualified sub-contractors to carry out the required work. Parties interested in becoming sub-contractors may reach out to the pre-qualified vendors to discuss potential teaming arrangements.
North Carolina – The North Carolina Clean Energy Technology Center at NC State University has announced an RFP for the 2025 Clean Fuel Advanced Technology (CFAT) Program. The CFAT program will offer $5.9 million focused on reducing transportation-related emissions and supported with federal Congestion Mitigation Air Quality funding from the N.C. Department of Transportation. The primary purpose of the CFAT project is to reduce transportation-related emissions in 24 eligible North Carolina counties; the secondary purpose is to expand the availability of eligible refueling and charging infrastructure. Project proposals will be limited to a maximum award of $450,000 with a minimum award of $5,000. Applications are due March 14, 2025.
Texas – The Texas Commission on Environmental Quality (TCEQ) has released the Port Authority Studies and Pilot Projects Grant Program. This program offers grants to port authorities in eligible counties for studies and pilot programs to reduce nitrous oxide and particulate matter emissions from cargo movement. The program has $1 million in Texas Emissions Reduction Plan grant funding available. Port authorities must be located in Texas nonattainment areas or affected counties to participate.
Wyoming – The Wyoming Department of Environmental Quality (WYDEQ) is offering more than $1 million in grant funding through the Diesel Emissions Reduction Act to support the early replacement of model year 2004–2009 diesel school buses. Additionally, WYDEQ is accepting applications from municipalities and county governments for funding to replace model year 2000–2016 medium- and heavy-duty trucks, as well as transit buses. Funding for both of these areas will be awarded on a first-come, first-served basis.

Department of Energy Notice of Funding Opportunity (NOFO) for Blue-Sky Training Program (BSTP) for Grid Scale Energy Storage Systems (ESS)
Background Information
The BSTP will educate and train first responders, law enforcement agencies, local communities, utilities, authorities having jurisdictions, and others on how to respond to unanticipated ESS failures including those caused by cyber threats, physical threats, and other unanticipated operational failures.
This NOFO contains one Topic Area: Development of ESS Emergency Response Plan and Training and Safety Validation Report. This topic area is focused on the development of two main deliverables: a comprehensive Emergency Response Plan and Training Program and Safety Validation Report. These deliverables will involve a specific ESS deployment to address and mitigate threats, manage risk, and outline roles and responsibilities to ensure the safety of the hosting community, personnel, and utility assets.
There is $4.125 million in funding available under this solicitation.
Eligible Applicants
Eligibility will be restricted to prime applicants that, as of the closing date for this NOFO, are one of the following:
- Owners/Operators of a utility scale ESS or a facility sited ESS that is 100 kW or greater in size, such as those used to support commercial, industrial, and public service facilities;
- A host site entity with access to a utility scale or facility sited ESS that is 100 kW or greater in size; or
- An entity with an agreement that grants an appropriate level of access to a utility scale or facility sited ESS that is 100 kW or greater in size needed to conduct in person site visits and exercises described in this NOFO.
The following types of entities are eligible to participate as sub applicants: Institutions of higher education; for-profit organizations; nonprofit organizations; state and local governmental entities; and Indian Tribes.

California Energy Commission (CEC) Communities in Charge Funding - Wave 3
Background Information
Communities in Charge is California’s market-accelerating, light-duty electric vehicle infrastructure incentive project funded by CEC’s Clean Transportation Program. Communities in Charge is designed to catalyze new markets and swiftly deploy electric vehicle charging ports with intentional outreach, engagement, and technical assistance supporting the deployment of Level 2 Electric Vehicle Supply Equipment (EVSE). Through identifying and prioritizing locations where community members live and gather, Communities in Charge deploys Level 2 charging ports, and provides streamlined access to incentive funds for the benefit of communities.
Incentive totals for the launch of Funding Wave 3 of Communities in Charge is $30 million.
This program is part of California Climate Investments, a statewide initiative that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment—particularly in disadvantaged communities.
Eligible Applicants
An applicant to Communities in Charge must be the property owner, an Authorized Lessee, or an Authorized Representative seeking incentives for eligible costs that they incurred in the installation of Level 2 charging EVSE locations.
