Background and Award Information

California – The Bay Area Air District has released a solicitation for projects that will replace diesel transport refrigeration units (TRUs) with zero-emission alternatives as part of the 2025 Goods Movement Program. Projects are eligible for up to $100,000 per TRU or 80% of the cost of each TRU, whichever is lower. Applications are due May 28, 2025.

Update: The California Energy Commission’s EnergIIZE Commercial Vehicles Fast Track 2025 Funding Lane is now open. Maximum awards of up to $5 million are available for electric vehicle and hydrogen projects on a per charging port or hydrogen dispenser basis. Applications will be reviewed monthly and close July 15, 2025.

Victor Valley Transit Authority (VVTA) has issued a Request for Proposal (RFP) for the lease of an interim hydrogen fueling solution for a period of one year with one option year. Proposals are due June 23, 2025.

Colorado – The Colorado Energy Office (CEO) has announced the opening of its Charge Ahead Colorado Grant program, with additional funding now available via the Multifamily Housing (MFH) Portfolio Lane program. The MFH Portfolio Lane program provides funding for multifamily housing, businesses, governments, and communities to install Level 2 and direct current fast charging (DCFC) electric vehicle charging stations. Eligible applicants include any public, private, or nonprofit entities, with the program offering up to $250,000 in funding per applicant. Applications for the standard and MFH Portfolio Lane program are due June 13, 2025. Entities interested in funding for projects requesting six or fewer Level 2 charging ports may apply beyond the June 13 deadline via Charge Ahead Colorado’s rolling application.

CEO’s Fleet Zero-Emission Resource Opportunity (Fleet-ZERO) grant program is currently open. Fleet-ZERO offers funding to support the charging needs of fleet owners and operators seeking to electrify their vehicles, as well as third-party providers intending to offer public charging and electric vehicle (EV) charging-as-a-service to fleets. The program will award up to $500,000 per applicant. Eligible applicants include businesses, fleet charging providers, government and public institutions, independent contractors, nonprofit organizations, schools, transit agencies, and tribal governments and entities. Applications are due July 11, 2025.

CEO’s DCFC Plazas Grant is currently open. The DCFC Plazas program provides incentive funding to increase access to high-speed charging throughout the state and to fill remaining gaps along Colorado’s transportation corridors and within urban and rural communities. To be eligible, project sites must include a minimum of four DCFC ports, each capable of providing at least 150kW charging simultaneously. There is a total of $3 million in available funding, with applications due June 13, 2025.

San Miguel County has issued an RFPseeking qualified professional businesses or individual contractors to design and install six Level 2 electric vehicle chargers. Funding for this effort is being supplemented through CEO’s Fleet-ZERO Grant. Proposals are due May 27, 2025.

Maine – The Efficiency Maine Trust has issued an RFP seeking qualified bidders to install and operate public Level 3 fast chargers or Level 2 chargers for EVs in select Maine locations. This RFP is a continuation of earlier solicitations  (“Phase 4 Round 2”) and prioritizes areas that have not been commissioned. Available funding for this effort includes approximately $4 million of Maine Jobs and RecoveryPlan funds for capital and battery incentives and approximately $3.5 million of New England Clean Energy Connect funds for demand charge incentives. Proposals are due July 1, 2025.

Massachusetts – The Commonwealth of Massachusetts and the Advanced Vehicle Technology Equipment, Supplies and Services Strategic Sourcing Team (SST) have issued a Request for Response (RFR) and are soliciting bidders for the acquisition of a wide range of advanced vehicle technology equipment, supplies, and services. The RFR includes but is not limited to: electric vehicle supply equipment (EVSE), anti-idling, aftermarket alternative fuel, hybrid conversion technologies and equipment, and EVSE operation and maintenance packages. SST intends to award multiple vendors per category. Applications are due June 3, 2025.

The Massachusetts Clean Energy Center (MassCEC) has announced that the Vehicle-To-Everything Program is now open to applications. This new program will enable communities to explore the new grid-stabilization technology of Vehicle-to-Everything (V2X) by providing awardees with a bi-directional charger and installation at their location free of charge. The program will also enroll eligible participants in utility programs which may provide additional compensation. Eligible applicants include residential, commercial, and school districts who own or are in the process of purchasing an EV capable of bi-directional charging. School district applications will be open through May 30, 2025, and residential and commercial applications will be open through July 31, 2025.

Washington - The State of Washington’s Department of Ecology plans to announce the next round of funding for electric vehicle charging infrastructure through the Charge Where You Are program. A total of $2 million in grant funding is available for this round. Eligible applicants include businesses, nonprofit organizations, public entities, and Tribal governments. Projects must involve the installation of four to 10 Level 2 charging plugs at multi-unit residential properties, publicly accessible locations, or for fleet and workplace use. Applications are anticipated to open July 8, 2025 and will close August 21, 2025

Background and Award Information

California – Sacramento Metropolitan Air Quality Management District has announced the opening of on-road and infrastructure applications for its 2025 Community Air Quality Grant Solicitation. Off-road applications for the 2025 solicitation will open in June 2025. Eligible projects include replacing existing heavy-duty vehicles with zero-emission trucks and buses, replacing older farm and industrial equipment with equipment certified to current emission standards or better, and installing low-carbon infrastructure. Eligible applicants include businesses, government agencies, nonprofits, and other entities. $13 million in funding is available for projects in Sacramento County. On-road and infrastructure applications will close June 16, 2025.

Southern California Association of Governments (SCAG) has released a call for project nominations to receive a portion of two federal funding sources totaling an estimated $1.2 billion for the federal fiscal year 2026–27 and federal fiscal year 2027–28, including the Surface Transportation Block Grant Program and the Congestion Mitigation and Air Quality Improvement Program. Applications are subject to all federal requirements for these funds and clean transportation is a regional priority for SCAG’s solicitation. Eligible applicants include SCAG cities, counties, transit agencies, federally recognized tribal governments, and county transportation commissions. Applications are due May 16, 2025.

Massachusetts – The Massachusetts Department of Environmental Protection (MassDEP) has announced that the Massachusetts Electric Vehicle Incentive Program Workplace and Fleet Program will now fund Level 1 and 2 charging station projects for medium- and heavy-duty vehicle fleets, in addition to light-duty fleets. MassDEP provides up to 60% of the funding up to a maximum of $50,000 per street address for hardware and installation costs. Eligible applicants include any entities with 15 or more employees in a non-residential place of business, and that have at least one light-, medium- or heavy-duty electric vehicle in their fleet or on order. Funds will be allocated on a first-come, first-served basis until all available funding is spent.

New York – The New York State Energy Research and Development Authority has announced that incentives provided through the Charge Ready NY 2.0 Program have been expanded to further reduce equipment installation costs for Level 2 chargers. The available incentive amount has been increased from $2,000 to $3,000 per port, with properties located within disadvantaged communities being eligible for an additional rebate of $1,000 per charging port. Additional key changes to the program include a reduction in the minimum number of ports required per site and changes in site eligibility. Remaining funding for the Charge Ready NY 2.0 Program is $4.25 million.

Background and Award Information

California – The California Energy Commission (CEC) recently announced the upcoming availability of equipment incentives for DC fast chargers through the California Electric Vehicle Infrastructure Project 2.0 (CALeVIP 2.0) Fast Charge California Project block grant. Incentives can cover 100% of approved costs and include $55,000 per charging port with power greater than 150 kW or less than 275 kW and $100,000 per charging port with power greater than or equal to 275 kW. Funding will be awarded on a first-come, first-served basis to projects that have issued a permit and final utility service design. Applications open July 8, 2025 and close September 20, 2025.

CEC also announced multiple updates relating to its EnergIIZE Commercial Vehicles program funding lanes. EnergIIZE provides reimbursement-style grants to projects that deploy zero-emission vehicle charging and refueling infrastructure in support of medium- and heavy-duty fleets. EnergIIZE has extended both the Drayage and Transit Set-Aside lanes past March 2025 and announced the opening of Fast Track 2025, which prioritizes deployment-ready and public projects. An application workshop for all three EnergIIZE programs is scheduled for April 29, 2025. Funding is available on a per charging port or hydrogen dispenser basis for all three programs, with maximum awards of up to $5 million per project. Fast Track 2025 applications will be accepted from May 13, 2025 to July 15, 2025.

The Napa Valley Transportation Authority (NVTA) has released an RFP for Buy America pre-award, post-delivery audits and vehicle inspection services for its 14 40-foot GILLIG battery electric buses. This project will be funded using federal and state funds for a term of three years with two one-year options. Proposers must be licensed within the State of California. Applications are due April 25, 2025.

The Port of Los Angeles has released an RFP for three years of grant management services in support of its Sustainable Equipment Adoption: Community, Harbor, and Neighborhood Growth & Empowerment (SEA-CHANGE) project, which is funded in part by a U.S. Environmental Protection Agency Clean Ports Program grant. The consultant will support the Harbor Department’s Environmental Management Division staff in managing the grant award, including coordinating with terminal partners, supporting subcontracting and invoicing, developing reports, and managing meetings. The Harbor Department’s grant contract includes $1 million for contracted administrative support. Proposals are due June 3, 2025.

The South Coast Air Quality Management District (AQMD) has announced the opening of its Carl Moyer Memorial Air Quality Standards Attainment Program . Any owner of an eligible heavy-duty on-road or off-road project that operates at least 75% of the time within AQMD boundaries is eligible to apply. The project must not be required by any federal, state or local rule or regulation and must be in compliance with California Air Resources Board regulations. Approximately $43.3 million in funding is available, including AB 923 match funds. Funding is limited by cost-effectiveness per vehicle based on emission reductions. Applications will close July 1, 2025.

New Hampshire – The New Hampshire Department of Environmental Services (NHDES) is requesting proposals for the Granite State Clean Fleets (GSCF) competitive grant program. GSCF offers partial reimbursement for projects that reduce transportation-related emissions by scrapping and replacing older, dirtier diesel-powered units with newer, cleaner alternative-fuel or diesel-powered units. Total available funding of $5.1 million is available from New Hampshire’s Volkswagen Mitigation Trust. Eligible applicants include New Hampshire government entities such as municipalities, public school districts, public colleges/universities and transit agencies, as well as private businesses or non-profits organizations. NHDES anticipates opening a second GSCF round in the latter half of 2025 with an additional $5.1 million of available funding, although eligibility and conditions for the later funding may be subject to change. There is no limit to the number of applications an entity may submit. Applications are due May 23, 2025.

New York – The New York State Energy Research and Development Authority (NYSERDA) has announced the availability of $12 million in funds for Grid Enhancing Technologies. NYSERDA seeks technologies that improve the performance of the electric power delivery system as it evolves with increasing renewable penetration as well as projects that help establish a pathway for products and services to gain market entry by addressing existing technical and economic barriers. Eligible projects include research studies, product development, and demonstration projects that improve the resiliency, reliability and overall performance of the power grid. Applications are due July 15, 2025.

CEC Charging Interoperability and Collaboration Yard GFO

Background

CEC has issued a GFO for projects that will provide an open and neutral space for industry collaboration, knowledge sharing, interoperability testing, and conformance testing for electric vehicle charging equipment within the State of California. Up to $4 million in funding is available.

The Charge Yard facility must accommodate at minimum twelve large electric vehicle supply equipment units and four vehicles operating concurrently. The applicant must support semi-public and private testing, work to make standard test cases available for both ISO 15118 and OCPI, host at least five events annually, and perform and report findings of interoperability testing on the top 10 light-duty electric vehicles sold in the State of California.

Applicants must commit to five years of operation and provide detailed plans of how to reach 10 years of operation without additional funding from CEC. Applications must also include a minimum 33% cash match share.

Eligible Applicants

This solicitation is open to private or public entities, including multiple entities bidding as a group. Investor-owned utilities, publicly-owned utilities, universities and university-operated facilities are not eligible. The applicant does not need to be headquartered in California.

Background and Award Information

California - The California Energy Commission has issued a Grant Funding Opportunity (GFO), Implementation of Medium- and Heavy-Duty (MDHD) Zero-Emission Vehicle Infrastructure Blueprints 2.0, for projects developed and identified in GFO-20-601Blueprints for Medium- and Heavy-Duty Zero-Emission Vehicle Infrastructure. Eligible applicants include all previously funded GFO-20-601 awardees and case study participants identified within the completed blueprints. Applicants who previously received funding under GFO-23-603 Implementation of MDHD ZEV Infrastructure Blueprints  may propose projects pertaining to a different site and supporting infrastructure for a different fleet identified in the blueprint. Up to $20 million in funding is available with up to $7.5 million available to individual recipients. Applications are due June 6, 2025.

Update: The California Volkswagen Mitigation Trust’s Zero-Emission Freight and Marine Program deadline has been extended, and applications continue to be accepted on a first-come, first-served basis until all available funding is exhausted..

Connecticut - The Connecticut Department of Energy & Environmental Protection is seeking proposals for a project administrator to oversee the planning, procurement, design and construction, and installation of 96 DC fast charge and eight dual-port Level 2 electric vehicle chargers in seven Connecticut municipalities. Applicants should demonstrate experience implementing Federal Highway Administration design-build construction projects.A preference will be provided for entities also familiar with electric vehicle supply equipment (EVSE) construction projects. There are no restrictions on applicant eligibility. Applications are due April 30, 2025.

Massachusetts - The Massachusetts Clean Energy Technology Center (MassCEC) seeks proposals for projects that improve energy efficiency, reduce carbon emissions, or mitigate impacts of climate change at eligible public kindergarten through twelfth grade  school districts and educational collaboratives in Massachusetts. A total of $52.5 million in grant funding is available as part of MassCEC’s Green School Works program, with awards ranging from a minimum of $50,000 to a maximum of $5 million. Eligible schools must serve a significant percentage of students from low-income families. Applications are due April 30, 2025.

New York - The New York State Energy Research and Development Authority (NYSERDA) seeks a contractor or a team of contractors to assist NYSERDA with electric school bus work, including technical analysis, project management and stakeholder engagement for a three-year period. This work will support NYSERDA’s effort to facilitate the transition to zero-emission school buses across public school districts in New York State. A total of $1 million in funding is available and will be granted as a single award. Applications are due May 14, 2025.

Tennessee - The Tennessee Department of Environment and Conservation has released its fifth solicitation for projects under the Volkswagen Diesel Settlement Environmental Mitigation Trust. The program will provide financial assistance to public, non-profit, and private fleets in Tennessee to replace eligible medium- and heavy-duty vehicles with cleaner alternatives, including zero-emission vehicles. A total of $19.4 million in funding is available for eligible projects. Applications are due June 13, 2025.

Background

California Energy Commission (CEC) has issued a Grant Funding Opportunity (GFO) for projects that will deploy depot charging and hydrogen refueling infrastructure for zero-emission medium- and heavy-duty on-road, off-road, and specialty vehicles. Up to $20 million in funding is available. CEC identified two categories of funding:

 

Category A: Infrastructure for fleets owned and operated by California public entities such as cities, counties, and/or other eligible local government entities. CEC has dedicated $10 million of the available funding to this category. Maximum award amounts in this category include up to $2.5 million for infrastructure to support conversion of a single eligible public entity fleet and up to $5 million for shared infrastructure to support conversion of two or more eligible public entity fleets. The match requirement is 25% of total allowable project costs of which 50% of the match share must be cash match. 

Category B: Infrastructure for fleets owned and operated by California state government agencies, United States federal government agencies, transit agencies, local educational agencies, private entities, and/or public entities defined in Category A. CEC has dedicated $10 million of the available funding to this category. The maximum award amount in this category is up to $5 million for shared infrastructure to support conversion of two or more eligible entity fleets. The match requirement is 50% of total allowable project costs of which 50% of the match share must be cash match. 

Applicants are only eligible to submit one application. 

Eligible Applicants

Eligible applicants include all public and private entities, California Native American Tribes, and California Tribal Organizations serving California Native American Tribes, except for investor-owned utilities. Applicants in both categories are encouraged to apply as a group to share charging/refueling infrastructure with neighboring entities.

CEC Medium- and Heavy-Duty ZE Vehicle Port Infrastructure GFO

Background
CEC has issued a GFO for projects that will deploy medium- and heavy-duty zero-emission vehicle charging or hydrogen refueling infrastructure serving California seaports and land ports of entry. Funding will support the installation of charging and fueling infrastructure for battery electric and hydrogen fuel cell medium- and heavy-duty vehicles, port equipment, and off-road equipment including gantries and cargo handling equipment. Up to $40 million in funding is available.

There are two Applicant Groups:

1. Small Ports with $20 million in CEC funding available. The maximum award amount is $5 million with a minimum match requirement of 25%. Small port applicants must propose to deploy at least 20 charging ports or two hydrogen fueling positions. CEC expects to award at least four projects in this group.


2. Large Ports with $20 million in CEC funding available. The maximum award amount is $10 million with a minimum match requirement of 25%. Large port applicants must propose to deploy at least 20 charging ports or four hydrogen fueling positions. CEC expects to award at least two projects in this group.

Applicants must identify whether charging infrastructure or hydrogen fueling infrastructure is the principal technology. Only the principal technology is eligible for CEC reimbursement. The secondary technology type may be used as match and is not required to meet the minimum deployment requirements. Applicants may submit multiple applications for each Applicant Group as long as each application is separate and distinct; however, no Applicant will be eligible for more than a total of $15 million.

Eligible Applicants
Eligible applicants include all California ports and public and private entities serving or supporting a California port. Non-port applicants will be required to either provide a letter of support from a port or otherwise describe in the project narrative how the project will support a port or ports. Investor-owned utilities are ineligible.

Background and Award Information

California – The California Air Resources Board released a request for proposals for a Zero Emission Bus Scale-up Effect Analysis to assess the readiness of agencies to comply with the Innovative Clean Transit regulation. Proposers must have more than 10 years of experience in the heavy-duty vehicle sector, with at least six years of direct experience within the zero-emission vehicle technologies and transit sectors. There is $500,000 in funding available and proposals are due on March 31, 2025.

Colorado – The Community Access Enterprise is soliciting applications for the Implementation Phase of their Community Accelerated Mobility Project (CAMP). The CAMP Implementation Phase will provide funding for the implementation of community mobility plans that include an e-mobility component(s). There is $4 million in available funding, with a maximum of $1.5 million being provided per project. Eligible Applicants include local or county governments, Tribal governments, community-based organizations, universities, schools and school districts, and nonprofit organizations with strong community connections and experience working on mobility issues. Applications are due on May 9, 2025.

 

Connecticut – The Connecticut Green Bank (Green Bank) seeks proposals from qualified Fleet Advisory Services (FAS) providers to support Green Bank’s role in providing support regarding the electrification of school bus fleets in Connecticut. The Green Bank envisions FAS being delivered in two primary phases: Fleet Electrification Planning and Fleet Deployment. The Green Bank intends to work with the selected Contractor or Contractor Team to further develop the scope of each phase. Applicants may consist of one or more individuals, sole proprietors, professional consultants, institutions, or companies with multiple employees. Applications are due on April 3, 2025.

Illinois – The Illinois Environmental Protection Agency (IEPA) is seeking applications for rebates for Illinois residents that purchase a new or used all-electric vehicle (EV) from an Illinois licensed dealer while maintaining ownership for at least 12 consecutive months. A $4,000 rebate is available for non-motorcycle EVs, and $1,500 rebate for an EV motorcycle. The program prioritizes low-income applicants for rebates. IEPA has up to $14 million available but anticipates depleting these funds before the April 30, 2025 deadline.

The Illinois Environmental Protection Agency (IEPA) is accepting applications to fund a portion of the replacement costs for diesel Class 4-8 medium- and heavy-duty freight trucks and Class 8 port drayage trucks. Each new replacement truck must be of the same type and class as the retired truck and be a licensed all-electric vehicle. Eligible trucks are those used to haul and deliver freight or cargo in local areas within Chicago, including delivery/box trucks, waste haulers, Class 8 port drayage trucks, landscape trucks, dump trucks, and freight/transport trucks. In addition to funding for new all-electric trucks, IEPA will also fund a portion of necessary new Level 2 or DCFC charging equipment if charging infrastructure is needed. Applicants must pre-qualify prior to application submission. Applications are due June 6, 2025.

 

Minnesota – The Minnesota Pollution Control Agency is now accepting applications from locomotive owners to receive grant funds to partially fund pre-Tier 4 engine freight switcher locomotive repower or replacement in Minnesota with cleaner Tier 4 diesel engines or zero emission motors. The MPCA anticipates awarding approximately $1.4 million for freight switcher locomotive repower/replacement projects. Eligible applicants are for-profit, nonprofit, and public entities, including state, local, and tribal governments that own or operate 1998 through 2009 model year diesel school buses in Minnesota. Oregon Ride Connection released a request for proposals for a Fleet Electrification Assessment and Strategic Plan to transition Ride Connection’s fleet to zero-emission by 2035. Respondents are expected to perform both stakeholder engagement and operational and financial analysis. Proposals are due on March 31, 2025.

Washington – The Washington State Department of Commerce released a request for applications to join the third cohort of the Innovation Cluster Accelerator Program. Eligible prime applicants include local governments, federally recognized tribal governments and tribes contracted service providers, public and private utilities, ports, associated development organizations, for-profit entities, academic and research organizations, non-profit organizations, and state agencies. Clusters should seek to strengthen industry ecosystems and accelerate economic development. Clusters must have academic membership and have a demonstrated commitment to reduce and mitigate impacts from greenhouse gases in overburdened communities, deploy renewable energy resources, or increase energy efficiency or reduction. A total of $970,000 in funding is available with a maximum of $150,000 per contract. Responses are due April 2, 2025.

Background and Award Information

California – The South Coast Air Quality Management District (AQMD) has released a new funding opportunity for the Lower-Emission School Bus Program in the South Coast Air Basin. This program is designed to assist public school districts with the purchase of new Type A, C, or D zero-emission school buses. Eligible applicants include public school districts and Joint Power Authorities formed by public school districts within the geographical boundaries of the South Coast AQMD. There is $45 million in funding available and applications are due on April 18, 2025.

Michigan – The Michigan Economic Development Corporation has announced its 2025 One-Time Mobility Fund grants through its Michigan Mobility Funding Platform, meant for small businesses and startups. Grants will be awarded for two categories of projects, including test sites and deployments. Test site grants range from $50,000 to $200,000 and are meant for mobility projects that include a partnership with one of nine pre-approved closed environmental test sites. Deployment grants range from $100,000 to $500,000 and are meant for any project in a public space that includes a partnership with municipalities and/or state agencies. Applications are due March 13, 2025.

Mid-Southern U.S. – The Delta Regional Authority has released a Notice of Funding Availability for the 2025 Community Infrastructure Fund (CIF). The CIF provides direct investment for public infrastructure and transportation infrastructure  to communities in the Mississippi River Delta and Alabama Black Belt regions. Most project award amounts will range from $500,000 to $2 million, based on the project type and application score. Eligible Applicants include Counties/parishes, cities, or other local government subdivisions, public or private nonprofit organizations, regional and economic development organizations, workforce boards, labor unions, community and faith-based organizations, colleges, trade schools, and minority-serving institutions, and federally recognized Tribes. Applications are accepted on a rolling basis.


Minnesota – The Minnesota Department of Commerce has issued a request for proposals for the purchase of electric school buses from eligible school districts throughout Minnesota and applicants on their behalf. A total of $13 million in funding is  available to accelerate school districts’ adoption of electric school buses and to encourage schools to use vehicle electrification as a teaching tool that can be integrated into the school's curriculum. The funding will cover the cost of procuring electric buses and other related equipment, including charging infrastructure. Applications are due May 13, 2025.

New Jersey – New Jersey Transit (NJ Transit) has issued an expression of interest for Services Related to Battery Electric Bus (BEB) Equipment, Infrastructure, and Microgrids as NJ Transit intends to expand their current fleet of 8 BEBs to approximately 1,000 BEBs over the next 10 years. The selected vendor will be responsible for the design, build, installation, monitoring, maintenance, and management services for electric vehicle charging equipment, related infrastructure and supporting software, networking and communications systems. There is a 13% SBE/DVOB goal for this project. Applications are due on March 26, 2025.

Tennessee – The Tennessee Department of Environment and Conservation and the Tennessee Valley Authority have issued a notice of intent to release a second-round grant solicitation for the Fast Charge TN Network Grant Program. This round of funding will support the continued development of the Fast Charge Network in Tennessee, building out DC fast charging infrastructure at least every 50 miles along prioritized corridors. Eligible applicants will include Tennessee local power companies, for-profit or nonprofit organizations authorized to do business in the State of Tennessee, and government entities, including local governments or public institutions of higher education based in Tennessee. This solicitation is anticipated to be released in Spring 2025.

Washington – The City of Tacoma is soliciting proposals to establish one or more contracts with qualified vendors to provide the turnkey delivery of equipment, materials, and personnel necessary to construct one, fully functioning Federal Railroad Administration compliant battery-electric locomotive that will be charged using a reverse pantograph style charging system. There is an estimated $5 million in funding available and applications are due on March 18, 2025.

Background and Award Information

California – The Bay Area Air District opened a competitive solicitation for electric charging infrastructure to support transit and school buses. Eligible projects include the installation and operation of permanent electric infrastructure placed into service by early 2028. Up to $35 million in funding is available, with 80% of funding reserved for Air District priority areas. Applications are due on April 2, 2025.

The Bay Area Air District also opened the 2025 Charge! Program. The Charge! Program provides grant funding to offset a portion of the cost to purchase and install new publicly accessible chargers for light-duty electric vehicles (EVs) at multi-family housing facilities, destinations, transit parking locations, and workplaces across the Bay Area. Eligible applicants include businesses, homeowner associations, nonprofits, public agencies, and tribes who either own the property where the proposed chargers will be installed or who have the authority/permission from the property owner to install and operate chargers for the duration of the project term. There is $10 million in funding available and applications are due on June 6, 2025.

The California Department of General Services (DGS) Low Carbon Hydrogen Fuel Invitation for Bid (IFB) is now open. DGS issued this IFB to cover the requirements of the State of California for low carbon hydrogen fuel. The contract resulting from this solicitation will be mandatory for all State of California Departments and available for use by participating local agencies. There are two groups, defined as follows: Group 1 – Low Carbon Hydrogen Fuel, Liquid, and Group 2 – Low Carbon Hydrogen Fuel, Gaseous. Award will be made to the responsive and responsible bidder with the lowest cost, including all applicable preference and incentive calculations. Bids are due on March 12, 2025.

Kansas – The Kansas Department of Transportation (KDOT) is accepting applications for the spring 2025 round of the agency’s Cost Share Program. The Cost Share Program provides financial assistance to local entities for construction projects that improve safety, leverage state funds to increase total transportation investment, and help both rural and urban areas of the state improve the transportation system. All transportation projects are eligible, including roadway (on and off the state system), rail, airport, bicycle/pedestrian and public transit. Candidate projects should include investments that provide transportation benefits and are not eligible for other KDOT programs. This round of grant funding has an overall budget of $6 million, with a maximum awarded amount of $1 million per project. Applications are due March 27, 2025.

Minnesota – The Minnesota Pollution Control Agency (MPCA) is accepting applications to its Freight Switcher Locomotive grant to partially fund freight switcher locomotive repower or replacement with zero-emission motors or cleaner diesel engines. Locomotive owners from private, public, and nonprofit sectors based in Minnesota are eligible to apply, and applications are due on May 20, 2025.

MPCA is accepting applications for its Clean Transportation for Delivery and Commercial Services grants to fund the purchase of all-electric Class 1, 2, or 3 vehicles. For-profit businesses with 500 employees or less, as well as governmental entities, Tribes, nonprofits, and educational institutions with any number of employees are eligible to apply. The maximum grant award is $24,500 per applicant. Applications are due by March 14, 2025.

Rhode Island – The Rhode Island Office of Energy Resources has released a Request for Proposals (RFP) for a design-build of behind-the-meter solar photovoltaic carports that incorporate a battery energy storage system and EV supply equipment. The project objective is to implement solar carport systems, storage, and EV chargers on the parking lot properties of the Capital Hill Campus to reduce energy costs and showcase the adoption of clean energy technology. Applications are due on March 14, 2025.

Vermont – The Vermont Department of Environmental Conservation (DEC) is accepting applications for the Vermont Diesel Emissions Reduction Financial Assistance Program. DEC is seeking applicants for projects that achieve a significant reduction in diesel emissions from diesel-powered engines, vehicles, and equipment operating in Vermont. Eligible vehicles include school buses and transit buses, locomotives, heavy-duty trucks, marine engines, and nonroad engines, equipment, or vehicles used in construction, handling of cargo, agriculture, mining, or energy production. All interested local, state, and regional agencies or departments, as well as institutions and businesses with eligible diesel vehicles or equipment operating primarily in the State of Vermont are eligible to apply. Applications are due on March 5, 2025.

Washington – The Cowlitz Indian Tribe released an Assessment of Tribal Facilities for EV Fleet Transition RFP. The consultant will conduct a comprehensive evaluation of all Tribal facilities and provide a detailed report that identifies the necessary upgrades to accommodate an EV fleet. The consultant will also recommend improvements that align with current and future infrastructure needs and energy demands. Applications are due on March 6, 2025.

Background Information

DOE is launching the GUIDE-H2 Competition to increase practitioner experience applying analytic methods and developing guidelines, consistent frameworks, and best practices to assess real-world, clean hydrogen energy projects. Applicants will develop and/or utilize innovative frameworks for methodical sustainability assessments and evaluate real-world, planned, or conceptual hydrogen projects based on their economic, social, and environmental impacts for hydrogen production, distribution, and end use, aiming to ensure both near-term project viability and long-term sustainability. These case studies will be used to develop guidelines and best practices to inform and improve future real-world projects to realize optimal success across economic, societal, environmental, and other relevant factors.

The GUIDE-H2 Competition is split into two phases. In Phase I, competitors will propose an innovative, comprehensive approach for assessing a real, planned or theoretical commercial hydrogen deployment project as a case study. Phase I winning teams will be eligible to compete in Phase II. In Phase II, winning teams will conduct the proposed project assessment and craft a case study that details their innovative approach and results, including a summary of best practices that could be emulated in real-world deployments. At the end of Phase II, up to three winning teams will be invited to attend and present at high-profile venues such as Clean Energy Ministerial roundtables, webinars, and the DOE Hydrogen Program Annual Merit Review in Washington, D.C.

The GUIDE-H2 Competition offers a total award pool of $200,000 across the two phases. Up to six Phase I winning teams will receive $10,000 each. In Phase II, up to three winning teams will receive $20,000 for third place, $40,000 for second place, and $80,000 for first place.

Eligible Applicants

Eligible applicants include individuals; private entities (for-profits and nonprofits); non-federal government entities such as states, counties, tribes, and municipalities; and academic institutions.

Important Dates

Phase I Applications are due on June 30, 2025. Phase II applications are due on April 22, 2026.

MESC intends to issue a second opening of the  BIL Battery Materials Processing and Battery Manufacturing FOA. DOE expects to make 3 to 14 awards totalling approximately $725 million of federal funding available for new awards under this funding opportunity. Individual awards may vary between $50,000,000 and $200,000,000. The estimated period of performance for each award will be approximately 24-60 months. The overall funding opportunity scope may include capital and operational support for demonstration and/or commercial facilities supporting battery-grade precursor materials, constituent materials, battery components, and cell manufacturing and recycling.

• Battery Electrolyte and Electrolyte Salts - Create U.S. manufacturing capacity to produce electrolyte and/or electrolyte salts, which remain a supply chain investment gap as nearly all electrolyte salt today is sourced through foreign entity of concern supply chains.

• Pre-Industrial Scale Cell Manufacturing - Accelerate pathways to commercialization of new battery and domestic manufacturing equipment/machinery technologies by supporting and increasing the availability of shared-access battery production lines.

• Materials, Processing, and Manufacturing Open Topics - Create U.S. manufacturing capacity to produce battery materials, components, or enable process technologies such as precursors; materials processing; catalysts; binders; separators; conductive additives; and current collector materials, structures, and treatments.

Background and Award Information

California – The Southern California Association of Governments (SCAG) has released a request for proposals (RFP) for the Innovative Clean Transit Regional Assessment. To support the region in its efforts to transition to zero-emission buses by 2040, SCAG intends to conduct an Innovative Clean Transit Regional Assessment Study to assess the efforts of the region’s transit operators to develop and implement Zero-Emission Bus Rollout Plans and to assess the readiness of the region to transition to zero-emission transit fleets. Applications are due on February 7, 2025.

The California Volkswagen Mitigation Trust’s Zero-Emission Freight and Marine Program’s deadline has been extended. The following zero-emission projects are eligible for funding: repowering marine vessels, including ferries, tugboats, and towboats to zero-emission; replacing heavy-lift forklifts with zero-emission alternatives; and replacing cargo handling equipment including terminal tractors with zero-emission alternatives. Eligible applicants include individuals, businesses, nonprofits, or government entities based in California or with a California-based affiliate. There is $25 million in funding available, and applications are being accepted on a first-come, first-served basis until the program becomes oversubscribed, at which point applications will be placed on a waitlist and be considered as funding becomes available.

Maryland – The Maryland Energy Administration has announced the Community Electric Vehicle Supply Equipment (EVSE) Program for FY 2025. The purpose of the Program is to increase access to affordable and reliable electric vehicle (EV) charging networks and reduce transportation greenhouse gas emissions in low and moderate income, overburdened, and underserved communities in Maryland. The Program accomplishes this by providing grant funding through three Areas of Interest: 1 - EV Infrastructure Planning, 2-Make-Ready Installations, and 3 - EVSE Installations. Eligible applicants include Maryland businesses, nonprofits, and state, tribal, and local government entities. The program is noncompetitive and awards will be awarded on a first-come, first-serve basis. Applications will be accepted until March 28, 2025, or until all funding has been awarded.

New Jersey – The New Jersey Department of Environmental Protection (NJDEP) has announced the second round of its Diesel Modernization Program, providing funding to replace medium- and heavy-duty diesel vehicles (MHDV) with electric. NJDEP is making $35 million available for local government vehicle electrification projects, such as shuttles, transit buses, garbage trucks, dump trucks, and Type A/B school bus replacements. Awards will include flat incentive amounts based on vehicle type and class, and applications will be awarded on a first-come, first-served basis.

NJDEP has issued a solicitation for a Program Administration Team to support implementation of the multi-state Clean Corridor Coalition grant for MHDV charging. The prime contractor will be chosen from the list of pre-qualified vendors on New Jersey’s T2599 contract; however the prime contractor may partner with qualified sub-contractors to carry out the required work. Parties interested in becoming sub-contractors may reach out to the pre-qualified vendors to discuss potential teaming arrangements.

North Carolina – The North Carolina Clean Energy Technology Center at NC State University has announced an RFP for the 2025 Clean Fuel Advanced Technology (CFAT) Program. The CFAT program will offer $5.9 million focused on reducing transportation-related emissions and supported with federal Congestion Mitigation Air Quality funding from the N.C. Department of Transportation. The primary purpose of the CFAT project is to reduce transportation-related emissions in 24 eligible North Carolina counties; the secondary purpose is to expand the availability of eligible refueling and charging infrastructure. Project proposals will be limited to a maximum award of $450,000 with a minimum award of $5,000. Applications are due March 14, 2025.

Texas – The Texas Commission on Environmental Quality (TCEQ) has released the Port Authority Studies and Pilot Projects Grant Program. This program offers grants to port authorities in eligible counties for studies and pilot programs to reduce nitrous oxide and particulate matter emissions from cargo movement. The program has $1 million in Texas Emissions Reduction Plan grant funding available. Port authorities must be located in Texas nonattainment areas or affected counties to participate.

Wyoming – The Wyoming Department of Environmental Quality (WYDEQ) is offering more than $1 million in grant funding through the Diesel Emissions Reduction Act to support the early replacement of model year 2004–2009 diesel school buses. Additionally, WYDEQ is accepting applications from municipalities and county governments for funding to replace model year 2000–2016 medium- and heavy-duty trucks, as well as transit buses. Funding for both of these areas will be awarded on a first-come, first-served basis.

CEC has issued a GFO for the California Battery Pilot Manufacturing Line program, which aims to fund the establishment of a battery pilot manufacturing line capable of manufacturing and testing a variety of emerging lithium-ion based technologies. Eligible projects are those that would have the manufacturing capacity to produce at least 10,000 battery cells in one year, could produce battery cells in pouch and cylindrical formats, and would contain battery cell testing capabilities. Eligible projects must be located in a low-income or disadvantaged community, and project teams must include both a labor organization and an academic institution. There is up to $25,000,000 available for grants awarded under this solicitation. CEC anticipates making a single award under this program.

Eligible Applicants

Eligible applicants include private, non-profit organizations. For-profit companies, private and public universities, national labs, and utilities are not eligible to be prime recipients but may be included on project teams as subrecipients.

DOE has issued a notice of intent to release a NOFO to promote energy independence and economic development, with the ancillary benefit of providing employment on Tribal Lands through the use of commercially warrantied energy technology that eligible applicants believe are best suited to meet their needs, their location, and their available energy resources.

DOE plans to solicit applications under four Areas of Interest (AOI):

1. AOI 1: Install energy generating system(s) and/or energy efficiency measure(s) for Tribal Building(s)

Background

DOT has released funding for the purpose of improving the safety, efficiency, or reliability of the movement of goods through ports and intermodal connections to ports. Eligible projects include projects within the boundary of a port, or outside the boundary of a port and directly related to port operations or to an intermodal connection to a port that improves the safety, efficiency, or reliability of:

• The loading and unloading of goods at a port;

• The movement of goods into, out of, around, or within a port;

• Operational improvements at a port;

• Environmental and emissions mitigation measures; or

• Infrastructure that supports seafood and seafood-related businesses.

It is anticipated that roughly $450 million in funding will be available.

Background and Award Information

Arkansas – The Arkansas Department of Energy and the Environment has announced the Reduce Emissions from Diesels (Go RED!) School Edition Program. The Go RED! School Edition Program is a limited eligibility program that provides funding assistance for projects that reduce diesel emissions from school buses. Awards under the Go RED! School Edition Program will be capped at $80,000 per applicant. Any Arkansas school district owning eligible equipment that is more than two years old and currently operational and will continue to operate in the state of Arkansas for five years after deployment, is eligible to apply. Eligible replacement vehicles and equipment include those powered by hybrid engines and zero tailpipe emissions power sources (battery or fuel cell). Applications are due March 31, 2025.

Massachusetts – The Massachusetts Department of Environmental Protection, through the federal Diesel Emission Reduction Act program, is conducting a competitive electric-only solicitation. This is an early replacement program designed to accelerate the retirement of less efficient and more polluting diesel vehicles and equipment. Eligible diesel vehicles, engines, and equipment include school buses, transit buses, medium-duty or heavy-duty trucks, marine engines, locomotives, and nonroad engines, equipment, or vehicles. The eligible technologies that can be applied to the above vehicles, engines, and equipment include vehicle and equipment replacements with zero-tailpipe emission power sources, engine replacements with zero-tailpipe emission power sources and verified idle reduction technologies. There is approximately $3.66 million in funding available, and applications are due on April 7, 2025.

Michigan – The Michigan Department of Environment, Great Lakes, and Energy (EGLE) has announced $5 million in funding to support Level 2 AC EV charging stations at existing multifamily housing units through its Clean Fuel & Charging Infrastructure Program. Any organization is eligible to apply. EGLE will award up to $300,000 per applicant. Applications will be accepted on a rolling basis until funds are exhausted.

The Michigan Department of Education, in collaboration with EGLE and the Michigan Association of Pupil Transportation, has opened Round 3 of its 74(b) Clean Bus Energy Grant, a $125 million program aimed at helping Michigan school districts replace aging diesel school buses with cleaner alternatives. Applicants may request up to 10 buses. All Michigan Public School Districts are eligible to apply, and applications are due on May 2, 2025.

Oregon – The League of Oregon Cities has released a Notice of Solicitation for the Utility Vehicles and Alternative Transportation Request for Proposals. The intent of this Interstate Cooperative Procurement Solicitation is to invite Proposers to submit a competitive pricing proposal offering Utility Vehicles and Alternative Transportation to LOC, which will then be made available to NPPGov members locally and nationwide; to reduce expenses by eliminating multiple requests for proposals and multiple responses by Vendors; and to obtain discounted pricing through volume purchasing. Categories include utility vehicles, including but not limited to electric, self-propelled, hybrid, and traditional fuel transportation Traditional Utility Vehicles, Compact Utility Vehicles, Mid-Sized Utility Vehicles, and High-Performance Utility Vehicles. Applications are due April 30, 2025.

Texas – The Texas Commission on Environmental Quality is now accepting applications for the Texas Clean Fleet Program with an estimated $16 million in grant funding available for fleet owners in Texas to replace aging diesel vehicles with new hybrid or alternative fuel vehicles. Grants are available for entities who own and operate a fleet of 75 or more on-road vehicles in Texas and who apply to replace at least 10 of those vehicles with new hybrid or alternative fuel vehicles. Applications are due March 21, 2025.

Background and Award Information

 

Alabama – The State of Alabama has released the application for round two of the National Electric Vehicle Infrastructure (NEVI) program. This program provides funding to strategically deploy electric vehicle (EV) charging infrastructure sites to support the development of convenient, accessible, reliable, and equitable EV charging. Eligible applicants include government and non-government entities looking to install charging stations along designated FHWA Electric Vehicle Alternative Fuel Corridors (AFCs) in the State of Alabama. Project partnerships are permitted. Applications are due March 17, 2025.

 

California – The California Volkswagen Mitigation Trust’s Zero-Emission Freight and Marine Program is now open, with the following zero-emission projects eligible for funding: repowering marine vessels, including ferries, tugboats, and towboats to zero-emission; replacing heavy-lift forklifts with zero-emission alternatives; and replacing cargo handling equipment including terminal tractors with zero-emission alternatives. Eligible applicants include individuals, businesses, nonprofits, or government entities based in California or with a California-based affiliate. There is $25 million in funding available, and applications are being accepted on a first-come, first-served basis until January 22, 2025.

 

The California Energy Commission’s NEVI Formula Program – Solicitation 2 is now open. This program funds projects that will strategically deploy publicly accessible, high-powered, direct current fast charger infrastructure to support EV travel along major corridors of the state highway system. The purpose of this solicitation is to significantly expand the EV charging infrastructure along these corridors per NEVI formula program requirements, contributing to the national charging network being built under this program. Eligible applicants include all private entities, excluding investor-owned utilities. There is $107 million in funding available and applications are due on March 17, 2025.

 

The City of San Pablo has released a Request for Proposals (RFP) for Electric Vehicle City Fleet Transition and Public Charging Hub Analysis. The city plans to transition all city-owned internal combustion engine and hybrid vehicles to zero-emission vehicles (excluding emergency and Police Department vehicles). Additionally, the city intends to conduct an analysis to identify potential locations for public charging hubs for public or city fleet use. The city seeks professional services to interpret state and federal EV regulations, identify transition vehicle types and timelines, perform EV and grid infrastructure analyses, and create budget outlays and expenditure forecasts to attain these goals. Applications are due on January 30, 2025.

 

Idaho – The Idaho Transportation Department has released a Request for Qualifications for Round One of the NEVI Program. The state will be accepting statements of qualifications for three high-priority locations in Round One—Bliss, Lewiston, and Pocatello. Applicants will be evaluated on their proposed teams, EV charging station installation history, and understanding and approach to the NEVI Program. After reviewing applications, the State will shortlist qualified developers for each of the three locations. Applications for the Request for Qualifications will be accepted until February 20, 2025.

 

Missouri – The Missouri Department of Natural Resources is now accepting applications for its Grid Resilience Formula Funding program. Funding subawards will support investments that improve the resilience of the electric grid against disruptive events. Examples of eligible projects include utility pole management, power line relocation or reconductoring and microgrids, as well as the training, recruitment, retention and reskilling of skilled and properly credentialed workers to perform the required labor. The amount available for award is $3 million. Applications are due April 30, 2025.

 

Montana – The Montana Department of Transportation (MDT) and the Montana Department of Environmental Quality developed Montana’s Electric Vehicle Infrastructure Deployment Plan which describes Montana’s approach to meet the goals of the NEVI Formula Program and identifies Montana’s AFC. This project consists of performing all services necessary to design, construct, operate, and maintain seven EV charging stations in communities along Montana AFC’s on I-15, I-90, and I-94. The EV charging station locations within the communities are to be determined by proposers. MDT is hosting a Statement of Qualifications (SOQ) Webinar at 11:00 am Mountain Time on January 15, 2025. The SOQ is due on February 5, 2025 and an RFP will be issued on April 2, 2025.

 

New Hampshire – Through the New Hampshire Clean Diesel Grant Program, the New Hampshire Department of Environmental Services (NHDES) is seeking proposals for eligible diesel emission reduction projects utilizing the state’s federal Diesel Emission Reduction Act funding for federal fiscal years 2023-24. Eligible projects must reduce diesel emissions through certified vehicle or equipment replacements, certified engine replacements, certified remanufacture systems, verified idle reduction technologies, verified aerodynamic technologies, and verified low rolling resistance tires. Eligible applicants include state and local government agencies and departments, municipalities, schools and school districts, colleges and universities, public and private transit companies, marine operators, and private businesses in Good Standing with the New Hampshire Secretary of State. NHDES has approximately $500,000 available for diesel emissions reduction project awards. The round one proposal deadline is January 24, 2025. If funding remains, proposals received after the round one proposal deadline will be scored with the round two proposals, with a deadline of May 16, 2025.

 

New York – The New York State Energy Research and Development Authority (NYSERDA) has released a Program Opportunity Notice (PON) for the Downstate National Electric Vehicle Infrastructure Direct Current Fast Charging (DCFC) Program. NYSERDA seeks proposals to develop DCFC Electric Vehicle Supply Equipment (EVSE) along AFCs in New York State south of I-84. Proposers are invited to apply for PON 5866 funding to develop one DCFC EVSE per proposal at site locations(s) within one travel mile of designated AFCs in downstate New York. Proposers may submit more than one proposal, but no more than four proposals per subregion and no more than eight proposals total. To be eligible, each site included in the proposal must accommodate simultaneous charging for at least four vehicles at a minimum of 150 kW and offer a total site delivery capacity of 600 kW or more. All EVSE ports must have CCS connectors. There is $28.5 million available in funding and applications are due on March 18, 2025.

 

The New York State Department of Transportation Zero-Emission Transit Transition Program provides funding to transit providers across New York State to support the transition of transit fleets to zero-emission propulsion. The program funds projects including the acquisition of zero-emission transit vehicles, construction of facilities and utility infrastructure for charging and fueling, and the planning and design phases necessary for zero-emission capital projects. Eligible applicants include transit authorities, counties, municipalities, and other entities receiving or eligible to receive New York Statewide Mass Transportation Operating Assistance. There is $100 million in funding available, and applications are due on April 4, 2025.

 

Washington – The Washington State Department of Transportation has released a Notice of Funding Opportunity and RFP for Washington’s Electric Vehicle Charging Reliability and Accessibility Accelerator Grant Program. This program funds projects that will improve the reliability of existing non-operational publicly accessible electric vehicle charging infrastructure across Washington. Eligible applicants include public or private entities registered to do business in Washington, excluding investor-owned utilities. There is approximately $9.5 million in funding available, and applications are due on January 30, 2025.

DOT released a Notice of Funding Opportunity for the RTA Pilot Program. The program funds planning and design phase activities for developing transportation projects in rural or tribal communities. Grants will support hiring staff or expert firms to provide technical, legal, or financial assistance to advance transportation projects that would be reasonably expected to be eligible for select DOT discretionary grant or credit programs. There is a total of $27 million in funding available.

Eligible applicants include special district governments, state governments, county governments, city or township governments, and Native American tribal governments.

DOT has released the FY 2025 round of funding for the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant program. RAISE funds surface transportation infrastructure projects with significant local or regional impact. The FY 2025 RAISE program will have a total funding amount of $1.5 billion. Individual awards are capped at a maximum amount of $25 million. Eligible projects include capital projects such as those focused on public transportation, passenger and freight rail, port infrastructure, airport surface transportation, and surface transportation facilities. Planning projects are also eligible for funding, including zero-emission transition planning. Projects located in rural areas and in historically disadvantaged communities or areas of persistent poverty may be eligible for preferential cost share terms.

PIDP funds projects for the purpose of improving the safety, efficiency, or reliability of the movement of goods through ports and intermodal connections to ports. DOT has issued a NOFO for the PROTECT Program. The purpose of this NOFO is to provide grants on a competitive basis for projects that seek to strengthen surface transportation to be more resilient to natural hazards, including climate change, sea level rise, heat waves, flooding, extreme weather events, and other natural disasters.

There are four categories of funding under the PROTECT Discretionary Grant Program:

  1. Planning Grants 
  2. Resilience Improvement Grants
  3. Community Resilience and Evacuation Route Grants
  4. At-Risk Coastal Infrastructure Grants

There is a total of $576 million available in funding for FY24 and FY25 for all categories combined. There is $300 million available in funding for FY26 for all categories combined.

Eligible Applicants

The PROTECT Discretionary Grant Program provides broad applicant eligibility for all levels of government to be direct recipients of funds, including states, territories, Metropolitan Planning Organizations, local governments, Indian Tribes, public transportation agencies, and port authorities.

FY24 and FY25 applications are due February 24, 2025, and FY26 applications are due February 24, 2026.
