As a service to our members, CTE continually tracks state funding opportunities that could be of potential interest to our members. CTE monitors and updates the latest funding options in each state, providing direct and timely information to transportation professionals, industry leaders, and stakeholders. 

Background and Award Information

CaliforniaUpdate: Sac Metro Air District’s 2025 Community Air Quality Grant Solicitation is now open to off-road applications. Applications for all funding categories under the solicitation are due June 16, 2025.

New York – The New York State Energy Research and Development Authority (NYSERDA) announced $3.7 million is available to support hydrogen fuel cell-based design for power generation and industrial processes. The funding is provided through NYSERDA’s Advanced Fuels and Thermal Energy Storage Program and seeks to support the design of viable configurations for hydrogen fuel cell-based resources to support dispatchable zero-emission firm capacity or decarbonize hard to electrify industrial processes. Applications are due October 6, 2025.

Oregon – The Oregon Department of Environmental Quality (DEQ) has announced the opening of multiple opportunities as part of its 2025 Clean Trucks and Infrastructure Grants Program. A webinar for the program is scheduled for 3 PM PDT June 18, 2025.

Approximately $8 million in Diesel Emissions Mitigation Grant Program funding is available to replace, repower, or retrofit diesel vehicles and equipment with zero-emission alternatives. Eligible applicants include Oregon businesses, organizations, local governments, and individuals with medium- and heavy-duty diesel fleets.

Approximately $4.8 million in Clean Truck Grant Program funding is available to scrap and replace diesel vehicles with new zero-emission vehicles. Eligible applicants include Oregon businesses, organizations, local governments, and individuals with medium- and heavy-duty diesel fleets.

Approximately $3 million in Oregon Zero Emissions Fueling Grant funding is available to develop plans and install public or private charging infrastructure for medium- and heavy-duty zero-emission vehicle fleets. Eligible applicants include public, private, and tribal entities within Oregon.

Applications for all three programs are due August 15, 2025. DEQ expects to announce the availability of approximately $17 million in additional funding for the ZERO Fleet Program in the near future.
