- Strategic Leadership
- Lead strategic planning and implementation to advance CTE’s workforce development goals, including those related to CTTC.
- Identify emerging workforce needs, particularly in zero-emission technologies and clean energy.
- Represent CTE and CTTC in public forums to promote workforce innovation.
- Program Development & Oversight
- Oversee the development and delivery of training programs across CTE’s portfolio, including CTTC’s curriculum.

Required Qualifications
- Minimum 3 years of leadership experience in workforce development, training, or a related field.
- Experience working with a Board of Directors is required.
- Experience with the public transit industry, academic institutions or technical colleges is preferred.
- Experience managing complex budgets, financial reporting, and grant oversight.
- Strong leadership and management skills, with the ability to supervise and develop a diverse team.
- Excellent communication skills, including public speaking, writing, and interpersonal relations.
- Ability to build and maintain partnerships with government agencies, educational institutions, and industry partners.
- Knowledge of workforce development in transportation, especially related to zero-emission technologies.
- Familiarity with California’s transit agencies and educational institutions.

Position Summary
This full-time position encompasses two main responsibilities: providing general project support to mid- and senior-level staff as an Associate and serving as the Office Manager for our Berkeley office.
CTE Associates directly support medium and heavy-duty electric vehicle projects. CTE manages battery electric and fuel cell vehicle projects at all stages of the project life cycle including proposal writing, planning, procurement, construction, vehicle design and manufacturing, deployment, and reporting on project performance. Prior experience with zero-emission vehicles is not needed, but attention to detail and the ability to support multiple projects simultaneously are key. The ideal candidate is a self-starter who is able to work independently to overcome obstacles, suggest better approaches, and communicate effectively – verbally, visually, and in writing.
This position will also serve as the Berkeley Office Manager, assisting with general office management and light human resource tasks in support of a 10-person staff. This position will also provide clerical and administrative support to members of our leadership team in Berkeley. Prior experience in human resources is not needed. The ideal candidate is attentive, professional, polite, and willing to meet each challenge directly.

Position Summary
CTE is seeking a full-time Engineering Associate to provide technical analysis to transportation electrification projects. This position will use analytic tools such as Excel, Python scripts, simulations, databases, and data visualization tools on a daily basis. This role also offers the opportunity to further develop leadership skills over time with both client interactions and improving CTE's technical processes and tools. Job duties may also include administrative work such as technical report writing, presentations to audiences with a variety of backgrounds, facilitating meetings with clients, and supporting grant applications.
In support of our transportation electrification projects, CTE’s Engineering Associates apply a wide range of STEM principles, including:
- Chemistry (battery and fuel cell technology)
- Physics and circuits (vehicle operating principles and charging infrastructure)
- Engineering mechanics and controls (vehicle simulation)
- Fluid mechanics (hydrogen fueling)
- Thermodynamics (HVAC / heating & cooling)
- Environmental science (calculating emissions benefits)
- Data processing (Python and Excel)
- Data analysis (helping clients understand how to effectively use electric vehicles of today and tomorrow)

- Manage project budgets and schedules
- Develop and maintain organizational tools for tracking project timelines, budgets, issues, and key milestones
- Take initiative and responsibility for activities and staff on multiple projects
- Develop working relationships with remote clients, partners, and stakeholders
- Demonstrate effective verbal and written communication skills with customers
- Understand the concepts of vehicle performance and route modeling, utility rate modeling, electric vehicle feasibility planning, and key performance indicator (KPI) reporting
