As a service to our members, CTE continually tracks state funding opportunities that could be of potential interest to our members. CTE monitors and updates the latest funding options in each state, providing direct and timely information to transportation professionals, industry leaders, and stakeholders.

Background and Award Information

California – The Southern California Association of Governments (SCAG) has released a request for proposals (RFP) for the Innovative Clean Transit Regional Assessment. To support the region in its efforts to transition to zero-emission buses by 2040, SCAG intends to conduct an Innovative Clean Transit Regional Assessment Study to assess the efforts of the region’s transit operators to develop and implement Zero-Emission Bus Rollout Plans and to assess the readiness of the region to transition to zero-emission transit fleets. Applications are due on February 7, 2025.

The California Volkswagen Mitigation Trust’s Zero-Emission Freight and Marine Program’s deadline has been extended. The following zero-emission projects are eligible for funding: repowering marine vessels, including ferries, tugboats, and towboats to zero-emission; replacing heavy-lift forklifts with zero-emission alternatives; and replacing cargo handling equipment including terminal tractors with zero-emission alternatives. Eligible applicants include individuals, businesses, nonprofits, or government entities based in California or with a California-based affiliate. There is $25 million in funding available, and applications are being accepted on a first-come, first-served basis until the program becomes oversubscribed, at which point applications will be placed on a waitlist and be considered as funding becomes available.

Maryland – The Maryland Energy Administration has announced the Community Electric Vehicle Supply Equipment (EVSE) Program for FY 2025. The purpose of the Program is to increase access to affordable and reliable electric vehicle (EV) charging networks and reduce transportation greenhouse gas emissions in low and moderate income, overburdened, and underserved communities in Maryland. The Program accomplishes this by providing grant funding through three Areas of Interest: 1 - EV Infrastructure Planning, 2-Make-Ready Installations, and 3 - EVSE Installations. Eligible applicants include Maryland businesses, nonprofits, and state, tribal, and local government entities. The program is noncompetitive and awards will be awarded on a first-come, first-serve basis. Applications will be accepted until March 28, 2025, or until all funding has been awarded.

New Jersey – The New Jersey Department of Environmental Protection (NJDEP) has announced the second round of its Diesel Modernization Program, providing funding to replace medium- and heavy-duty diesel vehicles (MHDV) with electric. NJDEP is making $35 million available for local government vehicle electrification projects, such as shuttles, transit buses, garbage trucks, dump trucks, and Type A/B school bus replacements. Awards will include flat incentive amounts based on vehicle type and class, and applications will be awarded on a first-come, first-served basis.

NJDEP has issued a solicitation for a Program Administration Team to support implementation of the multi-state Clean Corridor Coalition grant for MHDV charging. The prime contractor will be chosen from the list of pre-qualified vendors on New Jersey’s T2599 contract; however the prime contractor may partner with qualified sub-contractors to carry out the required work. Parties interested in becoming sub-contractors may reach out to the pre-qualified vendors to discuss potential teaming arrangements.

North Carolina – The North Carolina Clean Energy Technology Center at NC State University has announced an RFP for the 2025 Clean Fuel Advanced Technology (CFAT) Program. The CFAT program will offer $5.9 million focused on reducing transportation-related emissions and supported with federal Congestion Mitigation Air Quality funding from the N.C. Department of Transportation. The primary purpose of the CFAT project is to reduce transportation-related emissions in 24 eligible North Carolina counties; the secondary purpose is to expand the availability of eligible refueling and charging infrastructure. Project proposals will be limited to a maximum award of $450,000 with a minimum award of $5,000. Applications are due March 14, 2025.

Texas – The Texas Commission on Environmental Quality (TCEQ) has released the Port Authority Studies and Pilot Projects Grant Program. This program offers grants to port authorities in eligible counties for studies and pilot programs to reduce nitrous oxide and particulate matter emissions from cargo movement. The program has $1 million in Texas Emissions Reduction Plan grant funding available. Port authorities must be located in Texas nonattainment areas or affected counties to participate.

Wyoming – The Wyoming Department of Environmental Quality (WYDEQ) is offering more than $1 million in grant funding through the Diesel Emissions Reduction Act to support the early replacement of model year 2004–2009 diesel school buses. Additionally, WYDEQ is accepting applications from municipalities and county governments for funding to replace model year 2000–2016 medium- and heavy-duty trucks, as well as transit buses. Funding for both of these areas will be awarded on a first-come, first-served basis.
