As a service to our members, CTE continually tracks state funding opportunities that could be of potential interest to our members. CTE monitors and updates the latest funding options in each state, providing direct and timely information to transportation professionals, industry leaders, and stakeholders. 

Background and Award Information

California – The City of Santa Monica has issued a Request for Qualifications for qualified persons or firms to install charging infrastructure—including overhead gantry structures, site improvements, and charging equipment—at its bus maintenance and operations facility. Responses are due June 30, 2025.

The Port of Long Beach has issued two Requests for Proposals (RFP) for its incentive programs. The first RFP is for its Zero-Emission Terminal Transformation Incentive Program, which will fund the purchase of zero-emission cargo handling equipment and associated charging equipment. Eligible applicants include port tenants that own and operate cargo handling equipment. 

The second RFP is for its Commercial Harbor Craft Incentive Program, which funds the repower, replacement or retrofit of propulsion engines in commercial harbor craft operating within the Port of Long Beach. Applicants must provide a minimum of 20 percent match for both opportunities and  proposals are due June 13, 2025.

The Sacramento Metropolitan Air Quality Management District is expected to open off-road applications for its 2025 Community Air Quality Grant Solicitation on June 2, 2025. At least $2 million in funding will be made available to help replace older off-road tractors, forklifts, and other combustion-powered equipment with clean technology within Sacramento County. Funding is subject to Carl Moyer Program guidelines. Applications will remain open until funding is fully allocated to projects.

The Ventura County Air Pollution Control District is currently accepting applications for its 2025 Combined Incentive Program.,Eligible projects include replacing mobile agricultural equipment, repowering marine vessels, installing battery charging or alternative fueling stations, and replacing off-road equipment, school buses, and heavy-duty trucks. At least 75% of funded equipment’s operation must be in Ventura County throughout the grant period. Applications are due June 27, 2025.

Georgia The Georgia Environmental Finance Authority (GEFA) has received funding from the US Department of Energy to fund projects in the areas of energy planning, energy efficiency, workforce development, and energy resiliency. GEFA has a total of $566,286 available in funding for 2025 with projects able to receive $50,000 - $150,000 with a minimum 10% cost match required. Eligible applicants include state agencies, local governments, public colleges, universities, and technical colleges, public schools, and non-profit organizations. Applications are due June 13, 2025. 

Minnesota – The Minnesota Pollution Control Agency (MPCA) is accepting applications from locomotive owners to receive grant funds to partially fund pre-Tier 4 engine freight switcher locomotive repower or replacement in Minnesota with cleaner Tier 4 diesel engines or zero-emission motors. The MPCA anticipates awarding approximately $1.4 million for freight switcher locomotive repower/replacement projects. Applications are due July 4, 2025. 

New Jersey – The New Jersey Fleet Advisor (NJFA) is requesting applications for Round 2 of its Fleet Electrification Assistance program. With funding provided by the New Jersey Department of Environmental Protection (NJDEP), NJFA provides 100% free fleet electrification feasibility analysis to vehicle fleets in New Jersey. Selected fleets will receive a personalized Fleet Electrification Roadmap. The program has 15 spots available to public, private, or non-profit fleets and school districts. Applications are accepted on a rolling basis.

Texas – The City of Austin has issued an Invitation for Bid for Electrification Infrastructure Phase 5 Indefinite Delivery/Indefinite Quantity. The City seeks a contractor to provide tools, labor, materials and equipment necessary to complete construction and installation of 32 ports for electrical vehicle charging stations at eight City of Austin Department sites. The estimated amount for solicitation is $2 million and responses are due June 12, 2025. 

The North Central Texas Council of Governments has released the North Texas Diesel Emissions Reduction Call for Projects (CFP). This CFP will fund replacement of existing diesel-powered medium- and heavy-duty vehicles or equipment to newer, cleaner vehicles or equipment operating in the Dallas-Fort Worth 10 county ozone nonattainment area. Eligible applicants include private sector fleets and public fleets including agencies for high-use diesel vehicles and equipment operating at goods movement facilities like airports, rail yards, terminals, and distribution centers. Eligible projects include Class 5-8 medium-and heavy-duty highway vehicles, nonroad engines, transport refrigeration units, SmartWay verified idle reduction technology on on-road highway vehicles, and locomotive engine replacement and locomotive shore power connections systems. Maximum funding levels vary by project type. The deadline for applications is June 13, 2025.
