Background and Award Information
The U.S. Department of Transportation (DOT) has released a Notice of Funding Opportunity for the Innovative Finance and Asset Concession Grant Program. This program supports public entities in evaluating and facilitating public-private partnerships and innovative finance strategies for infrastructure. There is $45.98 million in funding available for FY25–26 awards.
There are two types of cooperative agreements available:
- Technical Assistance – Technical Assistance awards can be used to build the organizational capacity of the Eligible Entity to develop, review, or enter into Asset Concessions to advance Transportation Infrastructure Finance and Innovation Act eligible projects.
- Expert Services – Expert Services Cooperative Agreements provide funding to Eligible Entities seeking to leverage public and private funding in connection with the development of a specific Existing Asset. Expert Services Cooperative Agreements can include the development of alternative approaches to project delivery or procurement.
Eligible Applicants
Eligible applicants include States; Tribal governments; units of local government; agencies or instrumentalities of a State, Tribal government, or unit of local government, or special purpose districts or public authorities
