Background and Award Information
The Federal Railroad Administration (FRA) has released a NOFO for the Federal-State Partnership for Intercity Passenger Rail Program for Projects Not Located on the Northeast Corridor (FSP - National). The FSP Program provides a Federal funding opportunity to improve American passenger rail assets by funding projects that enhance safety, such as grade crossing projects on a passenger rail route; reduce the State of Good Repair backlog; improve performance; or expand or establish new intercity passenger rail service, including privately operated intercity passenger rail service if an eligible applicant is involved. The FSP Program recognizes that long-distance passenger rail routes and services should be sustained to ensure connectivity throughout the national network and has funding set aside for such efforts.
There is up to $5.07 billion in funding available under this NOFO. Safety is the Department and FRA’s top priority, and FRA welcomes applications for railroad safety projects that also improve intercity passenger rail performance
Eligible Applicants
- A State (including the District of Columbia);
- A group of States;
- An Interstate Compact;
- A public agency or publicly chartered authority established by one or more States;
- A political subdivision of a State;
- Amtrak, acting on its own behalf or under a cooperative agreement with one or more States;
- A federally recognized Indian Tribe; and
- Any combination of the entities described in (1) through (7).
