Background and Award Information
The California State Transportation Agency has released draft guidelines for the 2026 TIRCP, with plans to release a Call for Projects mid-February 2026.
Eligible project types include, but are not limited to, rail capital projects; intercity, commuter, and urban rail projects; rail, bus, and ferry integration implementation; and bus rapid transit and other bus and ferry transit investments. In order to be eligible for funding under this program, a project must demonstrate that it will achieve a reduction in greenhouse gas emissions using the CARB quantification methodology and it must also demonstrate an increase in ridership.
Eligible applicants must be public agencies, including joint powers agencies, that operate or have planning responsibility for existing or planned regularly scheduled intercity or commuter passenger rail service, urban rail transit service, or bus or ferry transit service. Applicants may respond individually or as part of a joint application.
Important Dates
Guidance Workshops are tentatively scheduled on February 11, 2026.
Comments on Draft Guidelines are due February 17, 2026.
Call for Projects will be published February 20, 2026.
Applications are due May 14, 2026.
