In 2023 the Center for Transportation and the Environment (CTE) partnered with NV5 to develop a plan for transitioning the City of Santa Rosa’s (the City) fleet to zero-emission vehicles and install required charging infrastructure. CTE leads the vehicle evaluation and market review and provides input to NV5’s infrastructure analysis. Tasks include a market analysis, vehicle suitability assessment, service assessment, fleet assessment, and a fuel assessment. Outputs from these analyses will be shared with NV5 to inform the infrastructure assessment and plans.

CTE is currently working on the market analysis and feasibility assessment. Outputs from the market assessment will allow CTE to assign a suitability score to each vehicle type. CTE is also working on the feasibility assessment to understand how the City uses each vehicle type. CTE will use the results of these analyses to determine the optimal number and type of chargers and provide a timeline for vehicle procurement during the transition period. CTE will also assess the capital cost of procuring electric vehicles compared to a baseline scenario.
