The Center for Transportation and the Environment (CTE) is partnered with Kimley-Horn to provide technical assistance and subject matter expertise to assist in the strategic planning and deployment of zero-emission freight for the Fulton Industrial Boulevard Improvement District (FIBID). The Fulton Industrial District is known as the largest industrial district in the Eastern United States, with more than 52 million square feet of industrial space, 28,000 jobs, and $2.4 billion in payroll. The FIBID has a goal to revitalize the Fulton Industrial District through a multi-point approach focused on public safety, landscaping and beautification, transportation infrastructure improvement, and economic development.

The CTE team’s Phase 1 scope of work incorporates subject matter expertise and technical research, such as:

• Market research and interview of infrastructure vendors, including zero-emission vehicle manufacturers and upfitters, battery electric charging manufacturers, charging network providers, hydrogen fuel suppliers, and hydrogen station developers, to understand the current state of the market.

• Identify and prioritize stakeholders based on the potential impact of zero-emission vehicle transition and the current state of the market.

• Conduct interviews to collect information about stakeholder goals, types of vehicles, the number of vehicles, and operating parameters.

Phase 1 of the contract was completed in mid-June 2024. Following its completion, CTE entered Phase 2 of project work, which began in July 2024. Phase 2 scope of work includes the following:

• CTE will use its expertise in the medium- and heavy-duty (MD/HD) sector to advise on strategies for public and private MD/HD zero-emission fueling infrastructure.

• CTE will identify resources and funding for both public and private electric vehicle charging infrastructure implementation. CTE will also research private and public companies offering “charging as a service” and/or public-private partnership opportunities.
