The Center for Transportation and the Environment (CTE) partnered with Port Arthur for a successful award under the Federal Transit Administration’s Low or No Emission Vehicle Program (Low-No) and Bus & Bus Facilities grant. CTE is working with Port Arthur to deploy four battery electric buses. CTE will first review Port Arthur Transit’s (PAT) transition plan to ensure alignment with long-term goals and coordinate a kickoff meeting to plan the project timeline.

CTE will analyze battery electric bus (BEB) performance, energy consumption, and charging infrastructure needs using route and charge models specific to PAT’s operations. This will help PAT optimize its operation of BEBs and will confirm the required technical specifications and capacity for the BEBs and chargers.

CTE will assist PAT in selecting a BEB manufacturer, overseeing procurement, and conducting pre- and post-delivery Buy America audits. CTE will also support the design and installation of charging infrastructure. Once the BEBs and infrastructure are in place, CTE will guide vehicle acceptance, testing, and staff training. CTE will monitor performance metrics such as energy efficiency, cost savings, and emissions reductions to validate the deployment’s success.

Throughout the project, CTE will provide expert technical advice on zero-emission technologies, providing support as needed by Port Arthur.
