The Center for Transportation and the Environment (CTE) is working to develop a guidebook for resilient zero-emission transit bus fleets for the Transit Cooperative Research Program (TCRP).
To develop this guidebook, CTE conducted a literature review and interviewed multiple transit agencies to discuss their approaches to resilience planning for zero-emission transit fleets. CTE found that many agencies are concerned about resilience but have not necessarily developed detailed plans to mitigate risks associated with zero-emission transit fleets.
Through this effort, CTE has built out a framework for transit agencies to combine their existing resilience plans with their zero-emission transition plans to identify appropriate resilience measures that can be used to mitigate any threats associated with operating a zero-emission bus fleet. The guidebook will provide a high-level overview of both resilience planning and transition planning and discuss how zero-emission resilience planning is different from resilience planning with conventional technologies. The guidebook will also provide a list of adaptation measures that could be used to mitigate potential threats to a zero-emission fleet. There will be an overview of guidelines for creating or updating a zero-emission resilience plan, example analyses that may occur as part of an update to a resilience plan, and case studies showing how industry-leading agencies are planning for their zero-emission fleets to be resilient.
This guidebook is expected to be finalized in November 2024.
