The State of Hawaii Public Utilities Commission (PUC) has released a Request for Information (RFI) for a Zero-Emission Vehicle Hydrogen Fueling Station Rebate Program. The PUC is seeking input and feedback from interested entities regarding the development of hydrogen-fueling stations within Hawaii. The Commission is particularly interested to learn more about the overall potential for this hydrogen-fueling industry within a Hawaii context, and the Commission encourages individuals and organizations who have an economic perspective, market awareness, and specific experience to respond to this RFI. Based on the information received, the Commission will determine next steps in the development of the ZEV Program and may launch an RFP to partner with a third-party organization to support program administration. Respondents may submit any clarifying questions via email on or before Wednesday April 1, 2026. All RFI responses shall be submitted via email in PDF format on or before Monday April 20, 2026 to the address provided below in Section 5. Please limit responses to a total of 20 pages.
