The Oregon Department of Transportation (ODOT) is requesting information from interested parties to determine the market readiness, technical feasibility, project maturity, and long-term demand for one publicly accessible medium- and heavy-duty (MHD) hydrogen refueling stations along the Interstate 5 corridor.

This RFI is not a solicitation for funding or project proposals. Rather, ODOT seeks information to assess whether development of a publicly accessible hydrogen refueling station is feasible within the funding, schedule, and regulatory constraints of the Federal Highway Administration (FHWA)’s Charging and Fueling Infrastructure (CFI) program. Specifically, ODOT is interested in the feasibility of projects likely to achieve environmental clearance prior to August 1, 2027 (assuming a public hydrogen refueling station NOFO release in early 2027).

ODOT seeks responses from fleet operators and transit agencies, hydrogen refueling station developers, hydrogen fuel producers and suppliers, and other interested stakeholders. Responses are due on ODOT’s online form by November 4th, 2026.
