The White House Office of Management and Budget (OMB) has proposed revisions to the Guidance for Federal Financial Assistance to “improve government-wide policies and requirements related to the management of grants, cooperative agreements, and other forms of assistance”. The 40+ listed Federal grant-making agencies, including the Department of Energy and the Department of Transportation, propose conforming changes to their respective adopting regulations, or, in the case of some agencies and other entities, establishing new adopting regulations or policies. The proposed revisions reflect significant changes to the ability of the federal government to cancel or revoke grants, providing increased discretion for the federal government to issue or cancel grants based on administration priorities. Comments are being accepted on these proposed revisions until July 13, 2026. For questions about CTE’s planned response, please contact Michael Dorgan at dorgan@cte.tv.
