The Center for Transportation and the Environment (CTE) successfully won the City of Lawrence’s (the City) solicitation to conduct a zero-emission transition analysis for Lawrence Transit’s fixed-route and paratransit fleets. CTE is leading the evaluation of the City’s Zero-Emission Transition Plan, providing bus and charger technical analysis and project management services. CTE has partnered with NV5, who will provide engineering services for charging infrastructure, energy storage, and solar photovoltaic systems. This is not the first time CTE will have worked with the City of Lawrence; CTE is also currently providing project management and technical advisory, utilizing the organization’s Smart Deployment methodology, for the City’s three battery electric bus deployment projects.

CTE’s Zero-Emission Bus Transition Planning Methodology will serve as the basis to achieve the objectives of the City’s Zero-Emission Transition Plan. CTE’s standard methodology will be tailored to align with the City’s specific needs and will support the City in the decision-making process as it evaluates the different options for transitioning to a zero-emission fleet by 2035. CTE’s methodology considers transit service requirements, fleet procurement timelines, infrastructure assessments, vehicle and facilities capital costs, as well as fuel and maintenance cost impacts.

This project kicked off in Q2 of 2024. CTE has completed the Service Assessments for the City’s fixed route and demand response fleet and determined the zero-emission bus scenarios for the transition plan analysis. As of August 2024, CTE is developing the Fuel Assessment for the fixed route fleet and the Fleet Assessment for the demand response fleet.
