Atlanta, GA — The Center for Transportation and the Environment (CTE) is proud to announce the appointment of two esteemed professionals to its Board of Directors: Jacqueline Torres, Executive Vice President of Finance at Forum Mobility, and Beverley Swaim-Staley, former Secretary of the Maryland Department of Transportation. These accomplished leaders bring a wealth of expertise in finance, transportation policy, and sustainable infrastructure to CTE’s board, strengthening CTE‘s mission to advance clean transportation solutions.
Jacqueline Torres serves as Executive Vice President of Finance at Forum Mobility, a company focused on electrifying heavy-duty fleets and delivering zero-emission goods-movement solutions to U.S. ports. With a strong background in renewable energy finance, Jacqueline has financed over $3 billion in utility-scale renewable energy projects during her time at Invenergy and provided strategic mergers and acquisitions advisory services in the power and utilities sector while at Wells Fargo. A graduate of the University of Notre Dame, Jacqueline is committed to fostering the viability and implementation of zero-emission freight transportation solutions.
“I admire CTE's commitment to serving as an honest broker in advancing sustainable transport solutions,” said Torres. “As the finance lead for a startup focused on charging solutions for heavy-duty electric trucks, I’m excited to bring insights into commercial and financial feasibility to augment CTE’s efforts and foster collaboration between our shared goals.”
Beverley Swaim-Staley retired as the President and CEO of Union Station Redevelopment Corporation in 2022 after ten years directing the operations and capital rehabilitation of Washington’s Union Station. Over her 35-year career, Beverley worked extensively in public policy and finance at the state, regional, and county levels, including roles in both the legislative and executive branches of government.
During her tenure at the Maryland Department of Transportation (MDOT), Beverley served as Chief Financial Officer, Deputy Secretary of Transportation, and ultimately as Secretary, overseeing all modes of transportation, including transit, rail, the Port of Baltimore, and BWI Airport. As Secretary, she completed Maryland’s first public-private partnerships for the Seagirt Marine Terminal and I-95 visitor centers. Beverley has also served on numerous boards, including the Mineta Transportation Institute and the University of Maryland Hospital Shock Trauma Center.
“The goal of good transportation systems is to move people and goods to improve the quality of life and communities,” said Swaim-Staley. “The challenge for the future is to learn how to achieve this goal while also preserving and protecting the natural environment. I look forward to working with CTE as they advance practical and sustainable solutions to meet this challenge.”
CTE Executive Director Dan Raudebaugh welcomed the new board members, stating: “Jacqueline Torres and Beverley Swaim-Staley bring exceptional leadership and experience to our board.
